Das Verhältnis von 70 % privat und 30 % öffentlich garantiert keine Authentizität vor Ort, da es nicht für jeden Strandbereich, sondern für ein allgemeines Gebiet gilt. Dies hatte zur Folge, dass der Strandbereich, der der Öffentlichkeit kostenlos zur Verfügung stehen sollte, nicht vorrangig behandelt wurde. Beobachtungen vor Ort zeigen, dass der für die Öffentlichkeit reservierte Raum für die Bürger oft nicht geeignet und zugänglich ist. Sie befinden sich häufig in der Nähe von Abwassereinleitungen, in schmutzigem Gelände oder weit entfernt von historischen Strandbereichen. In einigen Fällen werden öffentliche Plätze von Anwohnern der Gegend mit Sonnenliegen und feststehenden Sonnenschirmen besetzt, die mit Ketten und Schlössern verschlossen sind, was zu einer Verletzung des Rechts anderer Gelegenheitsurlauber auf die Nutzung dieser Plätze führt, wie im Fall entlang der Küsten von Durrës und Kavajë“, heißt es in dem Bericht. Einerseits liegt der Anteil öffentlicher Flächen bei 30 %, teilweise in völlig ungeeigneten Gebieten, andererseits ist im geprüften Zeitraum eine Zunahme der privat genutzten Flächen zu verzeichnen. Wie man sieht, weist der Bereich, in dem private Unternehmen für den Betrieb von Strandresorts für den Zeitraum 2022–2024 Verträge abgeschlossen haben, einen starken Wachstumstrend auf. Vergleicht man die Fläche im Jahr 2024 mit der Fläche im Jahr 2022, ergeben sich hohe Zuwächse: – in der Gemeinde Lezha von 20.969 m2 auf 74.106 m2 oder eine Erhöhung um 253 % – in der Gemeinde Shkodra von 19.439 m2 auf 64.274 m2 oder eine Erhöhung um 231 % – in der Gemeinde Himara von 28.387 m2 auf 84.401 m2 oder eine Erhöhung um 197 % Weiter geht es mit der Gemeinde Vlora, wo der Anstieg 158 % beträgt, der Gemeinde Saranda mit 143 % und der Gemeinde Durrës, wo der Anstieg der Vertragsfläche mit 45 % am niedrigsten ist. Insgesamt wurde für die 6 Gemeinden im Jahr 2022 eine Fläche von 239.221 m2 vertraglich vereinbart, die sich im Jahr 2024 auf 554.738 m2 oder prozentual auf 132 % erhöht. Zusammenfassend lässt sich sagen, dass im Jahr 2024 im Vergleich zu 2022 für alle geprüften Gemeinden insgesamt ein steigender Trend hinsichtlich der Anzahl der begünstigten Einrichtungen, der Anzahl der Sonnenliegen und der gesamten vertraglich vereinbarten Flächen für die Gemeinden Shkodër, Lezhë, Durrës, Vlorë, Saranda und Himara zu verzeichnen ist. „Die Einnahmendaten der einzelnen Gemeinden aus den Berichten der National Coastal Agency stimmen nicht mit den von den Gemeinden selbst gemeldeten Daten überein.“ Der Nationalen Küstenagentur und dem Ministerium für Tourismus und Umwelt liegen keine Daten der Generaldirektion für Steuern über die Aktivitäten privater Unternehmen vor, denen öffentliche Strandflächen zur Nutzung als Strandresorts überlassen werden. „Der Mangel an Daten über die erzielten Einnahmen, die Aktivitäten privater Unternehmen, die von öffentlichen Strandflächen profitieren usw. untergräbt die wirksame Verwaltung der Strände und kann zu Fehlentscheidungen führen“, betont die ORKB. /Broschüre Mirela Kumbaros Märkte und Gemeinden mit Plätzen an den Stränden, wie

KLSH fundos qeverinë, ja si janë zaptuar plazhet publike…

Kontrolli i Lartë i Shteti ka faktuar se si Ministria e Turizmit, pushteti vendor dhe organet e tjera përgjegjëse, kanë favorizuar privatin lidhur me hapësirat publike.

Sapo vjen vera, plazhet zaptohen nga shezlongë dhe çadra, ndërkohë që janë zhdukur plazhet private. KLSH ka zbuluar manovrat e autoriteteve, duke favorizuar privatin.

“Ndarja e sipërfaqes së plazhit të lejuar si plazh privat/publik, për periudhën 2023-2024 bëhet proporcionalisht, sipas raportit 70%/30% dhe në mënyrë perpendikulare me vijën bregdetare. Hapësira e çdo plazhi (publik ose privat) kufizohet me vijën bregdetare. Raporti 70% privat dhe 30% publik nuk garanton vërtetësi në terren, pasi ai nuk aplikohet për çdo zonë plazhi por në një territor të përgjithshëm. Për rrjedhojë hapësira e plazhit që duhet ti dedikohet publikut pa pagesë nuk është trajtuar me përparësi. Nga vëzhgimet në terren rezulton se hapësira që i rezervohet publikut, shpesh herë nuk është e përshtatshme dhe e aksesueshme për qytetarët. Vendndodhja e tyre shpesh herë është në afërsi të derdhjes së ujërave të zeza, në territor me papastërti, apo distancë nga zonat historike të plazheve. Në disa raste hapësira publike rezulton e zënë nga banorë të zonës me shezlong e çadra stacionare të mbyllura me zinxhir dhe dryna të cilat kanë shkaktuar cenim të së drejtës së shfrytëzimit të këtyre hapësirave nga pushuesit e tjerë rastësorë, si në rastin përgjatë vijës bregdetare Durrës dhe Kavajë”, theksohet në raport.

Nga një anë rezultojnë hapësira për publikun në masën 30%, në disa raste në zona aspak të përshtatshme, por nga ana tjetër gjatë periudhës që është audituar, ka rritje të sipërfaqes së kontraktuar nga subjekte private.

Sikundër vihet re sipërfaqja e kontraktuar nga subjekte privatë për të ushtruar veprimtarinë stacion plazhi, për periudhën 2022-2024 paraqet një tendencë rritje të lartë.

Nga krahasimi i sipërfaqes në vitin 2024 kundrejt vitit 2022 rezultojnë rritje të larta:

– në Bashkinë Lezhë nga 20.969 m2 në 74.106 m2 ose rritur në masën 253%

– në Bashkinë Shkodër nga 19.439 m2 në 64.274 m2 ose rritur në masën 231%

– në Bashkinë Himarë nga 28.387 m2 në 84.401 m2 ose rritur në masën 197%

duke vijuar me Bashkinë Vlorë ku rritja është në masën 158%, Bashkia Sarandë në masën 143% dhe Bashkia Durrës ka rritje në sipërfaqen e kontraktuar në masën më të ulët prej 45%.

Në total për 6 bashkitë gjatë vitit 2022 është kontraktuar sipërfaqja prej 239.221 m2 e cila në vitin 2024 rritet në 554.738 m2 ose në përqindje në masën 132%.

Në përfundim, në vitin 2024 kundrejt vitit 2022, në total për të gjitha bashkitë subjekt auditimi, rezulton tendencë në rritje e numrit të subjekteve përfitues, numrit të shezlongëve dhe sipërfaqeve të kontraktuara në total për bashkitë Shkodër, Lezhë, Durrës, Vlorë, Sarandë dhe Himarë.

“Të dhënat mbi të ardhurat për secilën bashki nga raportet e Agjencisë Kombëtare të Bregdetit nuk përkojnë me të dhënat e raportuara nga vetë bashkitë. Agjencia Kombëtare e Bregdetit dhe Ministria e Turizmit dhe Mjedisit nuk disponojnë të dhëna nga Drejtoria e Përgjithshme e Tatimeve mbi aktivitetin e subjekteve privatë të cilëve iu jepen në përdorim si stacion plazhi, hapësirat publike në plazhe. Mungesa e të dhënave që  lidhen me të ardhurat e realizuara, aktivitetin e subjekteve privatë që përfitojnë hapësira publike në plazhe, etj cenon menaxhimin me efektivitet të plazheve dhe mund të çojë në vendimmarrje të gabuara”, thekson KLSH. /Pamfleti

The New York Times also refers to the project of Jared Kushner, son-in-law of US President Donald Trump. In January of this year, the Committee on Strategic Investments granted strategic investor status to a company affiliated with Kushner for the construction of a tourist resort on the island of Sazan. When the Vjosa River was declared a national park in March 2023, its delta was excluded from the park's boundaries. Në faqen e saj zyrtare në internet dhe rrjetet sociale, kompania njofton se kanë filluar shitjet, ndonëse nuk ka filluar akoma ndërtimi i të ashtuquajturit “Pyjet e Drilonit”. Dy ditë më parë doli në pah fakti se Fatmir Bektashi nuk ka marrë akoma leje për të ndërtuar në Drilon. Ai thjesht ka bërë aplikim te Agjencia e Zhvillimit të Territorit. Pyetja që shtrohet është: Kush ja dha garancinë ortakut të Jamarbër Malltezit?
    Duhet theksuar se Bektashi është nën hetim nga SPAK për dy raste: Te dosja “Partizani” dhe te dosja “Veliaj”. Ai njihet si bashkëpunëtor i dhëndri të Berishës. Madje gojët e liga thonë se në fakt është Malltezi ai që i ka kompanitë, por përdor Bektashin. Te “Home Plan” që zaptoi ish-kompleksin ‘Partizani’ ishin aksionerë. Berisha del përditë dhe e sulmon kryetaren e AZHT, Adelajda Roka, pasi vëllezërit e saj dolën te dosja e Suel Çelës, por në fakt kjo e fundit paska në dorë lejet për ortakun e familjes Berisha.
