„The New York Times“ has dedicated a report to Albania, and specifically, to the Narta Lagoon, which has been put at the center of projects by the government and foreigners.

The Latest Battleground for Luxury Tourism: Albania’s Adriatic Coast

Two major proposals led by Jared Kushner and a new airport championed by the Albanian government focus on an area prized for its biodiversity. Are they a sign of things to come?

The article describes the Narta Lagoon as a place prized by birders for its rich diversity of fauna.

“Our destination was a hill that would offer us a view of the 59,000-hectare Vjosa River Delta, which includes the lagoon as well as sand dunes, forests, salt marshes and fishing villages. The delta is home to a myriad of plant and animal species, some of whose populations are dwindling, such as the Dalmatian pelican. When Lear made his painting of the bird, the species was already in decline due to hunting and habitat loss. Today it is listed as “near threatened” by the International Union for Conservation of Nature and in Albania specifically as “critically endangered” by the Ministry of Tourism and Environment – ​​which is why places like this delta are essential for its survival ,” the article says.

In December last year, the Standing Committee of the Berne Convention called on the Albanian government to halt the construction of the Vlora International Airport within the Vjosa-Narta Protected Area. During its annual meeting in Strasbourg, the Committee expressed its deep concern about the continuation of the works and called on the Albanian authorities to cooperate with civil society and other interested parties.

“It deeply regrets that the construction of the airport continued despite repeated calls from the Bureau to suspend construction until a new and sufficient Environmental Impact Assessment (EIA) Procedure and a proper assessment of environmental impacts are carried out ,” the Committee stated at the time.

The New York Times also refers to the project of Jared Kushner, son-in-law of US President Donald Trump. In January of this year, the Committee on Strategic Investments granted strategic investor status to a company affiliated with Kushner for the construction of a tourist resort on the island of Sazan.

According to the decision, an investment of 1.4 billion euros is foreseen on the island and construction is expected to extend to 8 percent of the island or 45 hectares.

When the Vjosa River was declared a national park in March 2023, its delta was excluded from the park’s boundaries. The delta and its lagoon were already protected from major developments at the time, by national laws and international conventions written to protect exceptionally biologically diverse areas.

But in February 2024, Albania’s parliament gave a commission headed by Rama the authority to approve major tourism infrastructure projects in protected areas. The law was passed three days after Kouchner announced his development plans. Officials from the Prime Minister’s Office and the Ministry of Tourism and Environment did not respond to requests for comment.

Describing it as ‚luxury tourism‘, the NYT writes that the development of these projects in the Narta Lagoon could also be an economic boon for the Vjosa River Delta.

But Joni Vorpsi, an ornithologist who works for the non-governmental group Protection and Conservation of the Natural Environment in Albania, told the NYT that the cost would be huge, both ecologically and economically. His work includes pelican conservation, migration routes and research, and ecotourism initiatives.

„Rama is sacrificing treasures that could create a sustainable tourism economy here – an economy that works for everyone, not just a select few,“ he said.

Plus, he said, most of the revenue from the projects will likely go back to the corporations that own them, not to local people. „Locally owned, nature-based tourism will not only help the birds, but it will generate income that stays here,“ he said.

But most of the locals I spoke to during my week in the delta — waiters, fishermen, merchants, a founder of an adventure tourism company, our rental car agent — echoed the question: Who will benefit from the delta’s development? Some people expressed fears of overtourism and water shortages, or that they would lose land or access to the lagoon and beaches.

Others said more infrastructure would simply mean more government corruption. A woman sitting outside a market in Narta, who identified herself only as Dimitra, told me about her granddaughter who runs a roadside cafe near her village on the edge of Vjosa National Park. “She doesn’t need to lose her culture or her landscape to win over visitors.”

„We are not against tourism here, “ she added. „We are against tourism that will destroy our land and our traditions.“

Firma “Kontakt” e ortakut të dhëndrit të Sali Berishës, prej javësh ka nisur shtijen e apartamenteve në Drilon. Në faqen e saj zyrtare në internet dhe rrjetet sociale, kompania njofton se kanë filluar shitjet, ndonëse nuk ka filluar akoma ndërtimi i të ashtuquajturit “Pyjet e Drilonit”.

Dy ditë më parë doli në pah fakti se Fatmir Bektashi nuk ka marrë akoma leje për të ndërtuar në Drilon. Ai thjesht ka bërë aplikim te Agjencia e Zhvillimit të Territorit. Kjo u konfirmua për mediat nga vetë AZHT.

“Në sistemin elektronik e-leje është depozituar aplikimi për Leje Ndërtimi me Nr. 1282 Protokolli, datë 08.02.2025 për objektin: “Pyjet e Drilonit, kompleks me godina banimi 1-9 dhe 12 kate mbitokë dhe 1 kat nëntokë, me zhvillues shoqërinë “KONTAKT” SHPK, me vendndodhje në Bashkinë Pogradec”. Aktualisht, nuk ka ende një vendimmarrje nga Këshilli Kombëtar i Territorit dhe Ujit (KKTU) për këtë aplikim”, thotë AZHT.

Por këtu skandali thellohet edhe më tepër. Pasi fakti që Bektashi ka nisur shitjet dhe po reklamon projektin do të thotë se ai e ka marrë garancinë se leja do të miratohet. Pyetja që shtrohet është: Kush ja dha garancinë ortakut të Jamarbër Malltezit?

Duhet theksuar se Bektashi është nën hetim nga SPAK për dy raste: Te dosja “Partizani” dhe te dosja “Veliaj”. Ai njihet si bashkëpunëtor i dhëndri të Berishës. Madje gojët e liga thonë se në fakt është Malltezi ai që i ka kompanitë, por përdor Bektashin. Te “Home Plan” që zaptoi ish-kompleksin ‘Partizani’ ishin aksionerë.

Berisha del përditë dhe e sulmon kryetaren e AZHT, Adelajda Roka, pasi vëllezërit e saj dolën te dosja e Suel Çelës, por në fakt kjo e fundit paska në dorë lejet për ortakun e familjes Berisha. Ms. Gelardina Prodani serves as the Secretary General of the Ministry of Defense of Albania since June 2022 – its highest civil servant position. In this capacity, she is responsible for planning and managing Albania’s short and mid-term defense budget, in alignment with the ministry’s mission and strategy to maintain peace and bolster security. She also oversees investments in infrastructure, equipment, innovative technology and talent to make Albania more resilient and a more valuable NATO member.

Prior to this, from 2019-2022, she was the Secretary General of the Ministry of Health and Social Affairs. Her tenure was characterized by unprecedented crises such as the major November 2019 earthquake, centered in Durres and the surrounding areas, and the subsequent Covid – 19 pandemic. Ms. Prodani played a crucial role in managing both crises, timely and efficiently assessing damages and identifying risks. She coordinated country-wide efforts while supervising requirements per state budget needs and securing donor funds. Her leadership skills significantly improved the quality of health service and infrastructure in Albania. Appointed National Vaccine Coordinator, she worked closely with the COVAX network. She raised essential funds as donations and offers from all over materialized through her persistent work.

Previously, Ms. Prodani held various leading positions at the Ministry of Finance for a period of twenty-one years. Most notably, from 2013-2019, she served as its Secretary General. During this time, the Ministry of Finance ran thorough and critical reforms in the field of public finances that contributed to the: preservation of macro-fiscal stability; establishment of the Albanian Integrated Financial Management Information System; increasing the role and accountability of all actors involved in the management of public finances, in financial arrears clearing, in donor and foreign aid coordination. At the same time, she held additional positions, such as that of the Director of Albania on the Board of Directors of the Black Sea Bank, in Thessaloniki (2014-2019). She was instrumental in supporting developer projects that significantly impacted the economic development of the country and the entire region.

Ms. Prodani also led the Network of Budget Directors, consisting of twenty-two Eastern and Central European countries and Central Asia for the Public Expenditure Management Program, funded by the World Bank, Switzerland, the OECD and GIZ (2012-2016). Before becoming Secretary General, Ms. Prodani was the Director of Budget Implementation (2005-2013). Under her initiatives to develop a sound, more strategic and inclusive mid-term budget planning, fundamental measures were introduced for effective financial management, monitorization, control and inspection.

Ms. Prodani is the author and co-author of several publications in the field of financial governance, corporate governance and responsibility, and business and management, among others.

She graduated from the University of Tirana Faculty of Economy (1998) and earned a Master’s in Economic Policies from Williams College, in the United States (2009), as well as a Master’s of European Economic Studies from the University of Tirana & the University of Bamberg (2011).

She is married and has two children.

Just 31 years old, Merkaj was building a complex of luxury villas in Lundra, a popular zone for gated communities some 15 kilometres south of the city - but he harboured even bigger ambitions. With his eye on two parcels of land in Tirana, Merkaj turned to Dubai-based Franc Copja, an alleged drug-trafficking boss better known as Franc Gergely. Merkaj had no idea, however, that their negotiations over a 1.5 million-euro cash ‘investment’ would be discovered by investigators who cracked the encrypted Sky ECC communications application that Copja – and a host of criminals across the continent – used to conduct their business. In one message to Copja, Merkaj said he had received “the OK” from “higher up” to buy the two locations. Their communications are part of a voluminous decision on July 29 by Albania’s Special Court Against Corruption and Organised Crime charging the Copja brothers – Franc and Hajdar – with seven murders, two attempted murders and other crimes linked to drug trafficking and money laundering.       Ky nuk është më rindërtim. Është kolonizim urban. Është model i kthyer në standard, ku çdo shesh, treg, lagje apo truall që nuk është shitur ende, do të vishet me një letër qeveritare dhe do të kthehet në kullë…
      Katër ditë pas denoncimit nga Pamfleti për planin e fshehtë për ndërtimin e kullave në zonën e tregut të Medresesë në Tiranë, qeveria ka vendosur t’ia heqë maskën këtij projekti dhe ta bëjë zyrtar përmes një vendimi të stilit “shpronësim për interes publik”. Vendimi nr. 268, datë 9 maj 2025, i miratuar vetëm pak ditë pas publikimit të skandalit, është një shtesë e qartë dhe e qëllimshme mbi vendimin nr. 533, datë 22 shtator 2021, i cili fillimisht kishte për objekt rindërtimin pas tërmetit të 26 nëntorit 2019, vetëm në zonën “5 Maji”. Tani, në të njëjtën bazë ligjore, është përfshirë edhe hapësira e tregut të Medresesë, e cila do të shpronësohet, zhbëhet, rrafshohet dhe më pas ndërtohet nga klientët e zakonshëm të Ramës, nën flamurin e zhvillimit urban. Zhbëhet tregu i Medresesë: kullat legalizohen me vendim qeverie pas
      Në vendimin e ri, tregu i Medresesë është quajtur “zonë e re zhvillimi”, dhe pasuritë private – përfshirë ato me certifikata pronësie dhe ato në proces legalizimi – janë përfshirë në listën e shpronësimeve. Ndërkohë, disa pasuri të dyshuara si të lidhura me pushtetin, janë përjashtuar nga procesi, në një akt të qartë favorizimi selektiv. Ky vendim është një manovër e pastër për t’i hapur rrugë kullave, të projektuara shumë më herët, në bashkëpunim me ndërtuesit e zakonshëm të “elitës së betonit” që qarkullon përreth Rilindjes dhe Bashkisë së Tiranës. Tregu i Medresesë, një hapësirë e rrallë për banorët e Tiranës Lindore dhe zonë me rëndësi ekonomike për mijëra familje, tani do të zhbëhet në emër të një “interesi publik” që nuk ekziston. Rindërtimi i pasojave të tërmetit ka përfunduar prej dhjetorit 2023 në atë zonë, dhe çdo justifikim tjetër pas kësaj date është thjesht skenografi për të mbuluar projektin e vërtetë: privatizimin e territorit publik në interes të grupeve ndërtuese të lidhura me pushtetin. Ky është i njëjti skenar që ndodhi në Kombinat, ku dhjetëra godina u shembën edhe pse nuk kishin asnjë dëm nga tërmeti. Aty u ndërtuan pallate të reja me parametra dhe pronësi që sot mbulohen me mjegull – një model që tani po eksportohet edhe në Medresenë e vjetër të Tiranës. Vendimi nr. 268 është një legalizim politik i një marrëveshjeje paraprake, përmes së cilës Edi Rama u ka garantuar ndërtuesve të tij një territor të artë në zemër të Tiranës, nën justifikimin e zhvillimit të zonave të prekura nga tërmeti. Por nuk ka më as tërmet, as emergjencë – ka vetëm etje për fitim dhe kontroll mbi truallin. Procedurat për zbatimin e këtij vendimi i janë ngarkuar Ministrisë së Infrastrukturës dhe Energjisë, Ministrisë së Financave, Agjencisë Shtetërore të Kadastrës dhe Bashkisë së Tiranës. Një zinxhir i plotë kontrolli për të mbyllur gojën e çdo prone private që ndodhet në shënjestër. Ky nuk është më rindërtim. Është kolonizim urban. Është model i kthyer në standard, ku çdo shesh, treg, lagje apo truall që nuk është ende shitur – do të vishet me një letër qeveritare dhe do të kthehet në kullë. Dhe banorët, pronarët e ligjshëm, ata që jetojnë e punojnë aty prej dekadash, do të përzihen si pengesë për zhvillimin./Pamfleti
