Me lidhjet e forta financiare që ka te shefat e opozitës dhe mazhorancës, ky biznesmen i botës së krimit, ka marrë 28 milionë Euro tendera me dosje false. Me pazare i shpëtoi dënimit dhe kur vrau turistin rus më 3 gusht 2016 në Livadhe-Himarë, ndërsa SPAK nëse kërkon informacione, do mësojë se “i forti” i Elbasanit është i skeduar dhe në Kosovë e Maqedoni për aktivitete trafiqesh e kontrabande
Disa herë, “Pamfleti” ka denoncuar me fakte e thirrje drejtuar SPAK-ut, për tenderët me dokumente false, pa garë e me vlerë kontratash 3-5 herë më të larta se kostoja faktike, që mafiozi Fatmir Kuçi ka marrë me dy firmat e tij “Victoria Invest Shpk” e “Victoria Invest International Shpk”.
Këto denoncime i ka vërtetuar zyrtarisht Agjencia e Prokurimit Publik, me përjashtimin që u ka bërë këtyre firmave, për mashtrim në tendera, duke paraqitur dokumente false në Autoritetin e Rrugor Shqiptar.
Konkretisht, me Vendim Nr. 70 dhe Vendim Nr. 71 datë 14.09.2021, dy firmat “Victoria Invest Shpk” dhe “Victoria Invest International Shpk” të biznesmenit mafioz Fatmir Kuçi, janë përjashtuar nga tenderët deri në datën 14.07.2022.
Mirëpo Agjencia e Prokurimit Publik që ka bërë përjashtimin nga tenderët dhe Autoriteti Rrugor Shqiptar që ka zbuluar dokumentet false të këtyre firmave ndërtuese, nuk kanë bërë kallëzim penal në Prokurori.
Sipas ligjit për prokurimet publike, Autoriteti Kontraktor kallëzon penalisht, çdo subjekt privat që paraqet dokumente e të dhëna false në tendera, ankande apo procedura koncesionesh, me qëllim për t’u shpallur fitues fondesh publike.
Vepra penale që ka bërë biznesmeni Fatmir Kuçi, për të fituar tenderin me vlerë 2.6 milionë Euro, është kapur në investimin për mirëmbajtje rutinë të akseve rrugore Kodër Sauk, Sanatorium, Krrabë, Sauk i Vjetër, Ura e Farkës, Baldushk, Vaqarr, Vishaj.
Për të tillë vepër penale, me vlerë tenderi 70 milionë lekë për makineri zjarrfikëse; ditën e premte u kallëzuan e prangosën 10 zyrtarë të Bashkisë Durrës dhe biznesmenë të firmave “R&R Group”, “Klosi-R Company” dhe “Ra-Mi shpk”, të grupit Elona e Ramazan Rami, me fije te zeza të Rakip Sulit të Bashkisë Kamëz.
Por nuk është kallëzuar mafiozi Fatmir Kuçi, i cili me firmat “Victoria Invest” dhe “Victoria Invest International”, ka përdorur të dhëna të false, për të fituar tenderin 2.6 milionë Euro.
Paçka se drejtuesit e Agjencisë së Prokurimit Publik dhe të Autoritetit Rrugor Shqiptar, nuk e kanë bërë kallëzimin penal për interesa të pista, ky informacion vlen ligjërisht si indicie për SPAK-un, që ta marrë nën hetim biznesmenin Fatmir Kuçi.
Dhe nëse verifikohen gjithë dosjet e tendërëve, që këto dy firma kanë marrë në vitet 2014-2021, do konstatohet se 80% e tyre janë me dokumente false, me gara fiktive e vlera kontratash 3-5 herë tepër se kostot reale të punimeve.
Ndër to, prova krimi ekonomiko-financiar, janë tenderët e pastrimit të mbetjeve në Elbasan prej 7 vitesh; tenderi i pastrimit në Fier dhe tenderi me vlerë 15 milionë euro, për mbylljen e landfillit në Porto-Romano, dhënë nga ish-drejtori Alqi Bllako, sot deputet.
Po kështu, SPAK duhet të di dhe vrasjen që Fatmir Kuçi, i bëri me skaf turistit rus më 3 gusht 2016 në Livadhe-Himarë, por i shpëtoi drejtësisë; ndërsa në Kosovë e Maqedoni është i skeduar për aktivitete trafiqesh e kontrabande./Pamfleti

Und sauberes Wasser ist nicht nur ein ästhetisches Problem, sondern auch ein wesentlicher Aspekt der öffentlichen Gesundheit und des Umweltschutzes.
Wo gibt es in Europa die saubersten Gewässer zum Schwimmen?
Die Europäische Umweltagentur (EUA) hat in Zusammenarbeit mit der Europäischen Kommission gerade ihren neuesten Bericht veröffentlicht, der 22.081 Standorte in allen EU-Mitgliedstaaten sowie Albanien und der Schweiz umfasst. Die Rangfolge der Länder basiert auf der Sauberkeit ihrer Gewässer. Dabei werden Daten verwendet, die im Rahmen strenger jährlicher Bewertungen zur Überwachung bakterieller Kontaminanten wie Escherichia coli und intestinaler Enterokokken gesammelt werden.
Bei der Bewertung werden Gewässer in vier Kategorien eingeteilt: ausgezeichnet, gut, ausreichend und mangelhaft. Eine ausgezeichnete Bewertung bedeutet, dass das Wasser die höchsten Standards an Sauberkeit und Sicherheit erfüllt und sich daher ideal zum Schwimmen und für andere Freizeitaktivitäten eignet.
Die strengen Kriterien der 2006 verabschiedeten EU-Badegewässerrichtlinie haben die Wasserqualität in ganz Europa deutlich verbessert. Dem aktuellen Bericht zufolge haben 85 % der beliebten Badegewässer in Europa die hervorragende Bewertung erhalten und 96 % erfüllen mindestens die Mindestqualitätsstandards. Nur 1,5 % der Standorte wurden als schlecht eingestuft, was auf die laufenden Bemühungen zur Reduzierung der Verschmutzung und zur Verbesserung der Wasserqualität zurückzuführen ist.
Dem Bericht zufolge belegt Albanien in allen Kategorien den letzten Platz, unabhängig von Regierungspropaganda oder Popularität in sozialen Netzwerken.
Insel Brac, das sauberste Wasser in Kroatien
Laut dem neuesten Bericht ist Kroatien – ein kleines Land, das für seine atemberaubende Adriaküste bekannt ist – das Land mit den saubersten Küstengewässern in Europa. Beeindruckende 99,1 % der 894 getesteten Websites in Kroatien wurden als ausgezeichnet bewertet.
Auf Kroatien folgen Zypern, Griechenland und Slowenien, die alle wegen ihrer unberührten Küstengewässer einen hohen Stellenwert haben. Diese Orte erfüllen stets die strengen Wasserqualitätsstandards der EU und gewährleisten sichere und angenehme Badeerlebnisse für Touristen und Einheimische gleichermaßen.
Europas sauberste Binnengewässer
Für Reisende, die die Ruhe von Seen und Flüssen bevorzugen, bieten einige Orte eine außergewöhnliche Qualität ihrer Binnenbadegewässer. Bemerkenswert ist, dass Bulgarien, Griechenland, Irland und Rumänien alle perfekte Ergebnisse erzielten, wenn auch weniger Gewässer getestet wurden.
Besonders hervorzuheben ist auch Österreich, wo 96,9 % der 260 im Inland getesteten Länder mit der Note „sehr gut“ bewertet wurden. Die vielen Seen und Flüsse des Landes bieten makellose Badebedingungen und tragen zu seinem Ruf als erstklassiges Süßwasserbadeziel bei.
Europas sauberste Gewässer überhaupt
Bei den Küsten- und Binnengewässern liegt Zypern an der Spitze – 97,6 % seiner 123 Gewässer wurden als ausgezeichnet bewertet. Als nächstes auf der Liste stehen Österreich, Kroatien und Griechenland, die alle beeindruckende Ergebnisse vorweisen und ihr Engagement für die Aufrechterhaltung hoher Standards für die Wasserqualität in allen Bereichen unter Beweis stellen.
Egal, ob Sie die Salzwasserwellen der Küste oder die ruhige Ruhe der Binnenseen bevorzugen, diese Orte bieten die besten Orte für Ihr nächstes Bad.
