The two ‚businessman‘ brothers Artur and Klevis Hoxhosmani, arrested by SPAK in Palasa along with Ermir Ndreaj, the owner of „Cinco Cavalli“ and „Savoy“, have a key role in the Albanian organization that has filled Europe with cocaine. According to SPAK, the criminal organization has seized over 6 tons of cocaine, with a market value of around 411 million euros. This figure indicates an extraordinary financial power of the group, with deep roots in the economic and construction system of Albania.

The money circulated invisibly through the Hawala system, avoiding any banking traces or physical movement. „Pamphlet“ learns that the two brothers collaborated in Albania with two important oligarchs, channeling drug money into the construction sector.

One of the tracks where the investigation can be deepened is the source of the 1.6 million euros that have been poured into the accounts of the famous moderator Luana Vjollca over the last two years. Based on which contract has she benefited from nearly 800 thousand euros per year? Who is the financier and what is the nature of the declared service?

In the official statement, SPAK states that the criminal network had a permanent supply line in the United Kingdom. The line was managed by Maksim Koxha, a well-known behind-the-scenes figure, who organized traffic through European ports to England, using a network of Kurdish and Romanian drivers.

Maks Koxha, who moves between Tirana, London and Dubai, managed millions of euros from the sale of cocaine, bringing it to Albania through his people and investing it in luxury properties in Palasë, Tirana and other cities. His criminal activity began with human trafficking and cannabis cultivation, and has now become one of the key figures in money laundering in construction.

Former MP Aqif Rakipi’s son-in-law, Ervis Keçi, is another link in the network. He manages a vintage car dealership in Durrës, where, according to data, millions of euros are laundered in collaboration with the Hoxhosmani brothers.

In Tirana, they have set up several shell businesses, including an electrical systems firm in the Deliorgji Complex, managed by citizen Armand Shehu, and an office in Murat Toptani, under the name „Ilaria 2015“, registered for „business consultancy“.

The assets have been distributed in the names of sentimental partners and trusted friends of the group. After feeling threatened by the investigations, Ermir Ndreaj transferred some of the businesses to the name of his friend Enio Jahelezi (alias Lul Jahelezi), a subject of the anti-mafia law, who has won a rare battle against SPAK by recovering the seized assets.

At a time when Albania is advertising to donors and the European Union that it is accelerating its energy transition, the Energy Regulatory Authority (ERE) has turned solar power licenses into an instrument of financial speculation. What should have been a reform towards sustainable sources is turning into a scheme to enrich a small circle of politically connected businessmen, with the tacit blessing of the government and a total lack of accountability.

The ERE has granted over 64 licenses for photovoltaic plants by April 2025. Almost all for small projects, under 2 MW, with a guaranteed power purchase price of 95.04 euros/MWh. This scheme, designed to encourage real investment, has turned into a market for resaleable permits, where applicants do not build anything, but simply wait to sell the permit to a larger operator, at a profit premium.

This is not energy development. It is permit trafficking. This process began as an innovative step by the Ministry of Infrastructure to accelerate the development of renewable energy in accordance with EU directives. But, in the absence of proper control by the ERE, it quickly turned into a scheme distorted by the regulatory entities themselves. Instead of filtering applications according to real capacities, the ERE and its structures have abused the right to grant licenses, paving the way for speculation, clientelism and money laundering.

The latest case of the 834-hectare project in Kanina is new evidence of land grabbing for undeclared energy interests. Despite opposition from residents and concerns about the disappearance of the area’s livestock economy, the Municipality of Vlora is being pushed towards approving an agreement with shady terms, suspected of being directly lobbied by an oligarch close to the government. According to media sources, Prime Minister Edi Rama himself has been pressuring the Mayor of Vlora to move forward with the land allocation procedures, despite community opposition and a lack of transparency, directly forcing the local institution to proceed against the public interest.

The names that dominate the license register are the same.

Gerian Kuke is involved through entities such as AGE Sunpower, SONNE and AED Solar. He has received some of the most favorable permits and is considered one of the most aggressive beneficiaries of the scheme. His name is constantly mentioned in related applications, and his associates are active in the informal market for selling licenses.

Të gjitha këto struktura i shërbejnë të njëjtit qëllim: përfitimit të licencave 2 MW përmes mekanizmave të thjeshtëzuar dhe për t’i pozicionuar ato si asete për shitje. Kapllanaj, një ish-kryetar bashkie dhe figurë politike, është shembulli klasik i ndërthurjes së pushtetit lokal me përfitimin ekonomik.

Familja Leskaj, përmes strukturave si SPV Blue 1 dhe Blessed Investment, ka përfituar një park 50 MW që ndodhet në letër. Projekti ka kaluar në ankand, por nuk ka progres të raportuar në ndërtim. Edhe pse ky është një projekt më i madh, mungesa e aktivitetit pas dhënies së licencës ngre pikëpyetje për seriozitetin e implementimit.

Kail Energy, përfituesja kryesore e 4.3 milionë metër katrorë tokë publike në Bashkinë Kolonjë, është një kompani pak e dokumentuar në publik. Mungon transparenca për strukturën pronësore dhe kapacitetet reale të saj. Vetë fakti që një kompani e panjohur merr një sipërfaqe të tillë pa garë, është tregues i një vendimmarrjeje të njëanshme dhe të dyshimtë.

X One është kompania që ka përfituar më shumë tokë publike në Shqipëri për projekte fotovoltaike – mbi 5.5 milionë m² në Bashkinë Poliçan. Kjo kompani nuk ka aktivitet të njohur në fushën e energjisë dhe nuk ka kryer asnjë ndërtim real. Tokat janë dhënë me qira në procedura të mbyllura, pa transparencë dhe pa konkurrencë.

Shumë nga këta operatorë nuk kanë as histori prodhimi, as përvojë teknike në energji. Ajo që i bashkon është marrëdhënia me shtetin, kapaciteti për të marrë tokë publike nga bashkitë dhe qasja në ERE për të siguruar leje. Përfitimi nuk qëndron tek ndërtimi i centraleve, por tek posedimi i një licence që nesër mund të shitet.

Të dhënat e Open Data Albania dhe analiza e Citizens.al ka zbuluar se mbi 1,550 hektarë tokë publike janë dhënë me qira nga bashkitë për ndërtim të parqeve fotovoltaike – në të gjitha rastet pa garë. Bashkia Poliçan i ka dhënë kompanisë X One mbi 5.5 milionë m2. Bashkia Kolonjë ka shpërndarë 4.3 milionë m2 për 12 kontrata të ndryshme, ku dominon kompania Kail Energy.

All these procedures carry the „Red Flag“ classification for lack of competition. So, we are dealing with clear favoritism, which serves as the basis for applying to the ERE for a license. In no case has the ERE refused to grant a license for lack of competition in the basic land contract.

Except for Karavasta Solar and Ersekë Solar Park, most of the licensed projects have not started construction. Voltalia has started construction in Spitalë at the end of 2024. Dozens of 2 MW parks exist only on paper.

ERE has the obligation to monitor the implementation of construction deadlines. But it has not published any decision to revoke licenses against entities that have not started work within the stipulated deadlines. This institutional tolerance turns permits into an instrument of enrichment for those who receive them, without any cost and without any obligation.

Edi Rama continues to advertise the increase in solar energy capacities at international tables. In reality, they are capacities on paper. On the ground, photovoltaic energy production is many times lower than the licenses granted. But this is not mentioned in government reports.

The Prime Minister has no reaction to the abuse of public land. There is no comment on the lack of competition. Nor on the lack of control of licensed projects. Instead, he relies on the “successes” of Voltalia to cover up the systematic failures of Albanian institutions.

Beyond speculation in licenses and the grabbing of public land, the photovoltaic energy sector has also become a sophisticated tool for money laundering. Companies that do not produce anything real, but hold permits on paper, are being used as conduits to legalize income from illegal activities through simulated investments. Banks, on the other hand, have offered financing without in-depth analysis of the risk or the real ability of the operators to build and operate the plants. This has given this scheme a kind of formal legitimacy, creating a circle where dirty money passes in the form of “green investments”.

Solar energy licenses have become a financial asset, in the hands of a closed circle of individuals. ERE does not exercise control. The Prime Minister does not take responsibility. While the public remains uninformed about how state land, the budget and natural resources are being used.

In stark contrast to this situation, European Union countries have set clear standards for granting licenses in the renewable energy sector. In Greece and Italy, failure to meet deadlines automatically results in license revocation. In Germany and the Netherlands, regulatory authorities have very strict verification systems for the financial and technical capacity of applicants, and follow the principle of total transparency in the publication of contracts and final beneficiaries. Meanwhile, in Albania, the lack of any real filter has led to a situation where licenses are granted as consumer goods, without control and without consequences. /Pamphlet

Employees request urgent intervention from the Prime Minister regarding a serious situation within the airline: legal violations, unfair dismissals, psychological pressure and conditions that endanger the lives of passengers.

Several employees of the airline Air Albania have addressed a public statement to the highest institutions of the Albanian state, including Prime Minister Edi Rama, Minister of Economy Petrit Malaj and the Directorate of Civil Aviation, raising serious concerns about the internal situation in the company, the systematic violations of employees‘ rights and the risk that, according to them, threatens the safety of passengers and flight staff.

The statement, which has also been made public to the media, speaks of a deteriorating situation following the appointment of a new Turkish CEO at the head of the company; a figure who, according to employees, has negatively affected internal management, labor relations and operational standards.

The document signed by the group of employees states that social security contributions have not been paid for more than 11 months, although contributions continue to be deducted from salaries. In addition, many of them state that they have not even received their monthly salaries for 2 to 3 consecutive months, facing economic difficulties and total insecurity in the workplace. As stated in the text, unfair dismissals have increased significantly, often without warning or legal argument, and forms of psychological pressure have been used to force employees to resign on their own and waive their rights.

Noch alarmierender ist der Teil, in dem die Mitarbeiter wegen der Verletzung der Flugsicherheit Alarm schlagen. Sie schreiben, dass aufgrund des Mangels an qualifiziertem Personal, der extremen Ermüdung des vorhandenen Personals und des Mangels an Respekt für Sicherheitsprotokolle Bedingungen geschaffen wurden, die zu schwerwiegenden Folgen für das Leben von Passagieren und Mitarbeitern führen könnten.

Even more alarming is the part where employees raise the alarm about the violation of flight safety. They write that due to the lack of qualified staff, the extreme fatigue of existing personnel and the lack of respect for safety protocols, conditions have been created that could lead to serious consequences for the lives of passengers and employees.

The statement mentions a long list of names and initials of employees who have been fired or forced to resign as a result of this situation. These are technical managers, pilots and cabin crew members, who, according to the source, have not been paid and have not received the legal treatment they deserve. Some of them have already started legal proceedings that could last for years, while they remain unemployed and unprotected.

Currently, even employees who are still active in the company report that they face the same problems, non-payment of salaries, pressure from management, and a climate of constant intimidation.

The statement concludes with a call to Albanian institutions, as well as shareholder Turkish Airlines, to intervene without delay. It calls for a full investigation into the violations, immediate payment of financial obligations, legal protection for employees and the reinstatement of those unfairly dismissed. Above all, it calls for the guarantee of flight safety and humane conditions for all air and ground staff.

But in this crisis, the company’s Albanian shareholder, Sinan Idrizi, a figure closely linked to the government, who has served more as a broker and political shield for this financially failed project, cannot be left out of the spotlight. For years, Idrizi has acted as the guarantor of a company with no balance sheet, no transparency, and numerous undisclosed debts. 

Air Albania is no longer a national airline, but a vehicle for personal luxury and political clientelism, with Sinan Idrizi acting as the informal administrator of the Prime Minister’s interests. While employees suffer unpaid salaries, this ’strategic‘ shareholder appears from the US to scold direct questions instead of accounting for the debt the company owes to the Albanian public.

The pamphlet, in function of its mission as investigative media, invites any current or former employee of airlines operating in Albania, including pilots, crew, technicians, administration or support sectors, to denounce any case of violation of labor rights, financial abuses, security violations or mismanagement that directly affects the normal functioning of civil aviation.

Every complaint is treated with complete confidentiality, with guarantees for preserving identity and with a commitment to verifying and publishing facts that are of public interest.
