As part of the operation codenamed „Bridge,“ the Italian Anti-Mafia, in cooperation with SPAK, struck a criminal group involved in international cocaine and heroin trafficking based in Durrës. A total of 51 security measures were issued, of which 40 were executed.

It is suspected that the head of the criminal group was Xhevdet Troplini, known as „Poja,“ while in recent years, the leadership of the organization had been passed to his nephew, Elvis Doçi, also known as „Visi i Pojës,“ who has managed to evade arrest.

Investigators reported that they documented 30 drug trafficking episodes in Italy and 10 other cases in Albania and other European countries. The case file is based on communications through „Sky ECC“ and the testimonies of justice collaborators.

Below, Syri exclusively presents the document confirming that Italian Anti-Mafia authorities have identified Elvis Doçi as the person who used a specific phone, and they also discovered the company that was granted reconstruction permits, allowing it to benefit from state-facilitated tax evasions.

The document also clearly shows that an operation initiated five years ago by the Anti-Mafia was deliberately delayed by the Albanian state, particularly by SPAK. For instance, the criminal group’s Audi A8 was seized back in 2020, but nothing is known about what happened to it afterward. In addition to „Eldemar Construction,“ this criminal group also owned another company, „Rock Kavaja,“ which received a construction permit from Edi Rama for coastal developments.

These companies were not seized and continued operating quietly under SPAK’s nose.

Furthermore, 30 financial transactions sending money from Italy to Albania were documented, amounting to approximately 5 million euros. Seized assets and cash are reported to total around 7 million euros. SPAK stated that three restaurants and a bar-café in Durrës, six companies, and one private television station in Vlorë were confiscated.

Under seizure are the following companies: „Marquez“ owned by Ervin Zeqiri, „Felix Vinum“ owned by Adi Çoba, „Majestic Construction“ owned by Juxhin Drazhi, „Portside“ owned by Elvis Doçi, „Dubai Im“ owned by Nexhmedin Danaj, „Vlora Cable“ also owned by Nexhmedin Danaj, and a car dealership owned by Olgert Shqev.

However, „Portside“ is not the only business owned by Elvis Doçi, also known as „Visi i Pojës“ and considered one of the leaders of the criminal organization.

He is also the owner of „Eldemar Construction,“ in which he holds 100% ownership. Its scope of activity includes:

„Study, design, and implementation of earthworks and masonry, concrete and reinforced concrete works, undertaking construction, road, maritime, hydraulic, and electrical works of any kind, agricultural and forest systematization, public greenery, and corresponding public furnishings, restoration and maintenance on behalf of self or third parties. Employment services in various fields: carpenters, ironworkers, masons, plasterers, plumbers, electricians, specialized brigades and unskilled workers, etc. Sale and purchase of various industrial goods. Their import-export. Domestic and international trade of all types of animal feed, import and export of various goods and materials related to these activities. Execution of any other kind of economic and commercial activity.“

A year ago, „Eldemar Construction“ received a permit to build a 10-story hotel with an attic and 3 underground service levels in the city of Durrës. The permit was granted by the National Territorial Council, chaired by Edi Rama, during a meeting on April 2, 2024.

This is a clear case of how organized crime money is laundered through construction with the „blessing“ of the government via permits for towers, hotels, and resorts.

Elvis Doçi is a known figure in the criminal underworld and has been convicted for drug trafficking. A year ago, during a SPAK raid on his home, 3 million euros in cash were found stored in barrels.
