Dasselbe gilt für die neue Straße von Shëngjin nach Lezhë, wo man vom Aussichtsgipfel aus Rana e Hedhun mit der Kamera fotografieren kann. Ganz zu schweigen von dem faszinierenden Panorama über den Lin, das uns die Straße nach Pogradec bietet. Es hätte also einen weiteren Panoramablick geben sollen: den über der Vjosa, dem von der albanischen Regierung geschützten Fluss, der in Europa als der wildeste gilt. Er sollte einen eigenen Standort haben. Aber nein, dort gibt es eine Bar, ein Café oder ein Restaurant mit dem seltsamen Namen Arragosta für einen Fluss. Genau in der Gegend, wo es kaum Platz gibt, um von oben ein Foto zu machen und den gewundenen Fluss unter sich zu sehen. Auf dem Höhepunkt der Abrisskampagne illegaler Gebäude wird am Ufer der Vjosa bei Pocem weiterhin still und ohne Genehmigung gearbeitet. Dieses Restaurant namens „Arragosta“ fällt sofort ins Auge. Erstens: Weil dort Autos vorbeifahren und es eine Kurve ist, müssen sie mit dem Tempo aufhören. Und weil oben das Schild „Willkommen an der Vjosa“ prangt, entsteht der Eindruck, es handele sich um ein Bauwerk, für das es eine Sondergenehmigung oder eine besondere Anweisung für den Tourismus am ältesten Fluss Europas gibt, der von der albanischen Regierung unter Schutz gestellt wurde: der Vjosa. Doch nichts davon stimmt: „Arragosta“ in Pocem am Ufer der Vjosa hat nicht einmal eine Genehmigung, den schönsten Teil mit Blick auf den gewundenen Fluss zu belegen, und sorgt für Verwirrung bei den Urlaubern: Wo soll man anhalten, um die Natur zu betrachten, ein paar Fotos zu machen oder sich nach einer langen Reise ein wenig auszuruhen? Denn alle dort errichteten, nicht genehmigten Bars haben eine Besonderheit: Wer dort nichts konsumiert, darf die Dienstleistungen dieser Bar nicht nutzen. Die Touristen sind überrascht und verwundert: Sie laden uns sogar ein: „Willkommen an der Vjosa!“, und lassen uns nicht hinein. Wie ist das möglich? Nichts würde sich bewegen oder ändern, wenn nicht mit dem Abriss der illegalen Bauten begonnen worden wäre, die den öffentlichen Raum besetzt haben. Und wenn man diesen Fall betrachtet, ist er einer jener Fälle, die nicht im Stadtzentrum, sondern direkt am Ufer der Vjosa stattfinden, wo Menschen – Albaner wie Ausländer gleichermaßen – ein Foto machen wollen.

Kujt nuk i ka rënë rasti të shkojë nga Llogaraja dhe aty te ballkoni të fiksojë me celularin e vet me dhjetëra foto për të nxjerrë më të bukurën; e njëjta gjë edhe në rrugën e re nga Shëngjini në Lezhë, ku nga pika kulmore panoramike, ti fikson në aparat fotot e Ranës së Hedhun; për të mos folur për panoramën magjepëse mbi Lin që na sjell rruga drejt Pogradecit.
Kështu duhet të kishte dhe një tjetër panoramike: ajo që duhet të jetë mbi Vjosë, lumin e vendosur në mbrojtje nga qeveria shqiptare, dhe e vlerësuar nga Europa si lumi më i egër i saj, duhet të kishte qëndrimin e vet.
Por jo, aty gjendet një lokal, kafene a restorant, me emrin e çuditshëm Arragosta për një lumë. Eshtë pikërisht në zonën ku ka pak hapësire për të bërë një foto nga lart e të shohësh lumin gjarpërues poshtë.
Në kulmin e fushatës së prishjes së ndërtimeve pa leje, vazhdon të punojë i qetë e pa leje buzë Vjosës afër Pocemit. Të bie në sy menjëherë ky restorant me emrin “Arragosta”. Së pari, sepse makinat kalojnë aty dhe është kthesë, duhet të ndalojnë shpejtësinë. E meqë sipër i ka vënë tabelën “Welcome to Vjosa River” të krijohet ideja se është një strukturë për të cilën ka një leje të posacme apo ka një udhëzim të posacëm për turizmin në lumin më të vjetër të Europës, i vendosur në mbrojtje nga qeveria shqiptare: Vjosa River.
Por asgjë nga këto nuk është e vërtetë: “Arragosta” e vendosur në Pocem buzë Vjosës, nuk ka asnjë leje as për të zaptuar pjesën më të bukur që sheh lumin gjarpërues nga lart dhe krijon konfuzion për pushuesit: ku duhet të qëndrojmë për të soditur natyrën dhe për të bërë disa foto a për të pushuar pak pas një rruge të gjatë.
Sepse gjithë lokali pa leje ngritur aty ka dhe një vecori tjetër: nëse nuk konsumon asgjë në bar, nuk mund të përdoresh shërbimet e kësaj strukture. E kështu janë çuditur e kanë ngritur vetullat edhe turistët: edhe na ftojnë, “Welcome to Vjosa River” dhe nuk na lejojnë. Si është e mundur kjo.
Asgjë nuk do të lëvizte apo të ndryshonte nëse nuk do të kishte filluar aksioni i prishjes së ndërtimeve pa leje që kanë zënë hapësirat publike. Dhe nëse do ta vlerësosh këtë rast, është nga ato raste jo në qendër të qytetit, po aty buzë Vjosës ku njerëzit, shqiptarë e të huaj duan të bëjnë edhe një fotografi.

SELENICË- Në një ditë përvëluese qershori era e rëndë e gazit ndihet që në rrugën nacionale Selenicë-Tepelenë, segmenti Vllahinë-Poçem. Zbresim në këmbë drejt grykëderdhjes së Përroit të Madh si i thonë vendasit. Në fakt ky fare mire mund të quhet “përroi i zi”, pasi më shumë se sa ujë, këtu rrjedh ‘llumi i naftës’ që del nga puset, lart në kodrën e Gorishtës.
Një banor i zonës pranon të na shoqërojë në rrugën me kalldrëm por në kushtet e anonimatit, pasi tashmë që media ka mbërritur në fshat, ai i druhet daljes publike.
Ecim përreth 30 minuta në këmbë derisa mbërrijmë në këtë pikë. Këtu Përroi i Madh derdhet në lumin Vjosë, që siç shihet në pamje është plotësisht i ndotur.
Aroma kundërmon dhe bëhet e padurueshme. Prej 30 vitesh është në këtë gjendje na tregon banori, i cili shton se ‘Albpetrol’ asnjëherë nuk është shqetësuar për pasojat.
Gjithçka që na tregon banori vërtetohet më së miri. Për shkak të derdhjes së vazhdueshme mbetjeve hidrokarbure këtu është krijuar një llavë e nxehtë dhe e thellë. Ka helmuar gjithçka, kemi frikë të vadisim tokat, të nxjerrim dhentë në kullotë, tregon ai, ndërsa për peshq as që bëhet fjalë.
Me këtë bisede, ngjitemi lartë drejt puseve. Gjithë rrjedha e përroit të madh është e mbuluar nga llumi i naftës. Shohim një eskavator, që banori thotë se është i Albpetrol-it, i cili po përpiqet të pastrojë disi por sërish masakra nuk mbulohet dot. Është e dukshme se me dhjetëra ton mbetje të hidrokarbureve derdhen në lumin ‘Vjosë’, shpallur Park Kombëtar. Në kompaninë shtetërore të naftës “Albpetrol” dhe në Agjencinë Kombëtare të Mjedisit askush nuk përgjigjet për masakrën mjedisore.
Ndërsa nga të dhënat e publikuara në faqen zyrtare mësojmë se vendburimi i Gorishtës ka gjithsej 284 puse por 142 prej tyre janë aktive dhe nxjerrin naftë e gaz. Thellësia e puseve është nga 700 m – 1500 m.
Në 6 muajt e parë të këtij viti këtu janë nxjerrë mbi 11 mijë ton naftë, ndërsa viti 2024 është mbyllur me një prodhim prej më shumë se 32 mijë ton naftë.

Albanian Villagers Still Fear Dam Threat to Wild River
As pressure mounted on the authorities from all sides, Albania’s Minister of Tourism and Environment, Mirela Kumbaro, announced in January that the government had designated the Vjosa, one of the last wild rivers in Europe, a “Natural Park”, which would give the river some legal protection.
Many were relieved when the decision was announced. But the fine detail did not satisfy local farmers at all; the protection created by the decision applies only to the river, not its tributaries.
Scientists that have studied the river say these have great importance, and the river as a whole will be damaged if the tributaries host dams.
Environmentalists and scientists in Albania and abroad have campaigned for years for the Vjosa to be declared a “National Park”.
According to them, this is the only form of protection that guarantees the river inviolability from infrastructure projects.
The status “Nature Park” does not protect tributaries from hydropower plants or other infrastructure projects. However “National Park” status, according to international standards, would offer protection to both the river and its tributaries.
Like many villagers in Brataj, Zahoaliaj, who has spent his entire life working his land there, says diverting the river water into pipelines would be a disaster for residents. “For sure we will oppose them [hydropower plants] in every possible way,” he says.
A survey conducted by the green organization Eco Albania, which focuses on environmental issues, showed that 94 per cent of Albanians support the Vjosa being designated a National Park.
The EU’s 2021 Progress Report on Albania also mentioned the issue. It urged the government to “minimise the impact on biodiversity by stopping hydropower development in protected areas, in particular in areas near the Valbona and Vjosa rivers, and to establish as soon as possible the Vjosa National Park, extending the whole length of the river.”

Long list of dam projects
According to the green organizations Riverwatch, EuroNatur, Save the blue heart of Europe and Eco Albania, authorities have planned a total of 31 hydropower plants along the Vjosa river and its tributaries.
The first was at Kalivaç, which obtained a permit in 1997 and where construction began in 2007.
The work stopped due to liquidity problems with the subcontracting company. In 2017, the government canceled the concession and reopened the tender for the completion of the dam.
The Pocem hydropower plant is another project widely opposed in local communities and by environmental organizations.
Permission to build a dam was given to the Turkish company Kovlu Energy in 2016. It was later discovered that the company had consulted residents of another area about the plant.
Other hydropower projects were planned for the Shushica Valley, the Drino Valley, the Bençe Valley and Langarica.
So far, however, no project has actually been finished, mainly because of strong opposition and campaigns from local and scientific communities.
BIRN visited the Bençe Valley and saw the initial work on a dam, which has also stopped. In that valley alone, two hydropower plants are planned.
Olsi Nika, who runs Eco Albania, told BIRN that they had started protesting long ago against hydropower projects in the area.
“In 2015, we organized a protest with residents throughout the Vjosa Valley, from Selenica, Përmeti, Gjirokastra, in support of the residents of Bënçë who have long expressed concern about the construction of hydropower plants,” he told BIRN.
They organised the protest, “and while we were protesting, excavation in the tunnel continued … but then work stopped and did not continue, because of the company’s liquidity issues. Residents’ opposition and our influence with the campaign also played a role”, he added.
Eco Albania is preparing to follow the case over the Shushica tributary dam in court after the Ministry of Tourism and Environment and the National Agency of Environment approved a decision exempting the project from “in-depth Environmental Impact Assessment procedures”, in November last year.

Strong emotional attachment to the river
Locals consider the river crucial because it is linked in a very direct way to their everyday life. It helps maintain fertile soil and is the only source of summer tourism for them.
Natasa Gregoric, an anthropologist from Slovenia who has spent six years researching the Vjosa Valley, maintains that people are emotionally attached to the river.
“When you ask people about the river, they talk about their land and fields where they grow wheat, corn, potatoes, olives … the river and its water are crucial to their land and its fertility, and thus their wealth,” she said
“Agriculture and pastoralism are among the most important traditions in this area,” Gregoric told BIRN.
Sotir Zahoaliaj’s life fits Gregoric’s findings.
“I was born and raised here and I can tell you … I know very well every aspect of the river: the stones, the fish, the landscape … everything,” Zahoaliaj said.
“You cannot build hydropower plants in this kind of river. Besides biological and eco factors, there are also touristic values. You destroy the natural, biological, atmospheric and climatic balance,” he added.
Drita, an 80-year-old, echoes that protest. “I was born and raised here and that river maintains us,” she told BIRN. “We live by the river, we get water there, we use it for the livestock, our children go there,” she concluded.
