Beamte vermuteten, dass eine Operation im letzten Jahr gegen die Copja-Brüder (Franc und Hajdar Copja), mutmaßliche albanische Drogenhändler mit Verbindungen nach Dubai, aufgrund eines Lecks bei den an der Untersuchung beteiligten Polizisten kompromittiert worden war. Die Operation gegen die Gruppe zielte auf 33 Festnahmen ab. Allerdings wurden nur 13 Haftbefehle vollstreckt, und hochkarätige Ziele blieben auf freiem Fuß. Im Verfahren gegen die Gruppe wurden hauptsächlich Beweise von Sky ECC gesammelt, einer verschlüsselten Telefonnachrichten-App, die oft von Kriminellen verwendet wurde, um Anklage gegen 34 Angeklagte zu erheben, wobei ihr Chef Franc Copja 26 Anklagen gegenübersteht. SPAK bestätigte gegenüber BIRN, dass das mutmaßliche Leck während der Operation untersucht wird. Es weigerte sich jedoch, Einzelheiten zu nennen.

Days before he is due to officially start the role, Albania’s police chief-elect, Ilir Proda, has had his mobile phone seized by anti-corruption prosecutors over a suspected leak of information to a notorious organised crime group.

Albania’s incoming new police chief has had his mobile phone seized by prosecutors investigating a suspected leak of confidential information to an organised crime gang, BIRN has learned.

Ilir Proda, current head of police in the central city of Elbasan, was chosen from a shortlist of five candidates by Interior Minister Ervin Hoxha to take up the troubled role.

But although Prime Minister Edi Rama signed Proda into his new post on Wednesday, Proda is one of several police officers in Elbasan whose mobile phones has been seized by the country’s anti-corruption prosecution service (SPAK) as part of an investigation into a violent organised crime gang.

Officials suspected an operation last year against the Copja Brothers, alleged Albanian drug traffickers with links to Dubai, had been compromised due to a leak from the police officers involved in the probe.

The operation against the group aimed to make 33 arrests. However, only 13 arrest warrants were executed, with high profile targets remaining at large. The case against the group had gathered evidence mainly from Sky ECC, an encrypted phone messaging app that was often used by criminals, to raise charges against 34 defendants, with its boss Franc Copja facing 26 charges.

SPAK confirmed to BIRN that the suspected leakage during the operation is under investigation. However, it refused to provide any detail.

The country’s senior police chief role has been dogged with controversy, with incumbents not lasting long in the job and facing criticism for lack of results. The previous police boss, Muhamet Rrumbullaku, resigned after two years in the position. His predecessor, Gledis Nano, lasted only 10 months.
