Romana Vlachudin, the ambassador of the European Union in Albania, is under OLAF investigation for purchasing a 350-square-metre house in Tirana for €1,6m. This is rather crazy since local experts say this specific house is not worth even a third of the selling price.

At the time of the sale, similar houses in the same area and bigger ones were priced at least €1m less than what the Commission paid.

This investigation is of particular significance because it was opened four weeks ahead of Albania’s general election on June 23.

On more than one occasion, Vlachudin has openly supported Albanian Prime Minister Edi Rama’s ruling socialists. The fact, however, that the Rama-friendly EU Ambassador was placed under investigation before the election, may signify that given the circumstances, the European Commission does not wish to take sides in the electoral process of Albania.

Nevertheless, the good ambassador’s pick has few chances of winning the election – and no one wants to be associated with a loser, especially not the European Commission.

    On Monday, EU Ambassador Romana Vlahutin called upon Albanian citizens not to “sell their vote” during the June 25 parliamentary elections. This “don’t sell your vote” is a common mantra among the well-willing internationals in this country, as if vote buying were truly a great threat to democracy – a greater threat than the politicians that will be elected.

    Because what is vote buying actually? Vote buying means that you give your vote to a party or candidate in exchange for money or goods – the famous bags of flour. But how is that different from voting for a party because they promise to lower taxes? Or because they promise to subsidize childcare? Or because they promise free education? All of these promises basically represent a monetary value for the voter, and especially lower-income households immediately feel the effect of changes in the subsidy and taxation system in their wallet.

    So how are these promises for lower taxes or extra subsidies different from vote buying – the exchange of money for a vote?

    What the internationals actually want to say is that you should vote for a party based on its content, its program, its values, its ideology, and not purely based on how much money will end up in your wallet. The elections, Ambassador Vlahutin wants to tell us, are about more than just momentary, individual gain; they determine the future of the nation, not just whether you can buy food the next week.

    The problem is that Albanian political parties do not have any content, program, value, or ideology – or at least, they all have the same ones. As Gjergj Erebara from Reporter pointed out a week ago, the promises of the major parties in the elections are hardly distinguishable from those made in 2013, and hardly distinguishable from each other.

    So citizens of Albania, faced with with a political situation in which all parties promise more of the same, and will all break those promises at the moment they are elected, has logically only one objective criterion for judging where to cast their vote: how much money do I get in hand, right now? Any future monetary gain – through free healthcare, employment, or subsidies – may well turn out to be a mirage, a promise made by everyone and kept by no one.

    This is something that Vlahutin and all here jetset humanist colleagues fail to truly appreciate. Their endless babble about consensus, the inclusion of the opposition, full representation, etc., etc. has led to a political situation in which there is literally no choice.

    And in such a thoroughly cynical environment, devoid of any potential for a different future, staying at home or selling your vote becomes the only rational thing to do…

    OLAF works exceptionally fast on Albania villa

    1. Concerning the case of the purchase of the residence for the EU Ambassador in Albania which was for paid by the EU budget at a cost of €1.65m, we received the following statement, on June 8 from the OLAF Press Office.

    2. OLAF conducted a preliminary analysis of the available information regarding this specific matter. After this analysis, the office decided not to open an investigation as there was no suspicion of fraud or irregularities justifying the opening of an investigation. However, should OLAF become aware of new information of potential investigative interest, these new aspects can be analysed by the office anytime.

    3. Same day we sent to OLAF the following questions:

    1) When you say that OLAF has conducted a preliminary analysis, do you mean the Complaint filed about this issue on May 11, was taken into consideration?

    We note that the Complaint was (a) registered by OLAF, (b) processed by 01, (c) the conclusions of 01 were forwarded to the Director General, and, (d) the Director General dismissed

    the case, in less than one month including two holidays (18 working days)?

    1b) Unless the above Complaint was not taken into

    consideration as it had to go through the normal procedure which usually takes at least three months before any conclusion is drawn (if not years).

    2) In conducting your preliminary analysis, did OLAF review the following documents which ware asked by New Europe from EAAS but the two first were never released and the third was released almost totally redacted?

    (i) the market survey carried out prior to purchase,

    (ii) the evaluation carried out by the independent expert,

    (iii) the report of the Regional Security Officer of the EEAS in relation to security aspects.

    3) In conducting the preliminary analysis on this case did OLAF has taken into consideration the 11 questions asked by MEP to EAAS and the replies provided by EAAS? (Questions and answers are attached for your convenience).

    4. In response, OLAF Press office supplied the following replies:

    As a general rule, OLAF analyses incoming information of potential investigative interest according to standard procedures. Specialised experts evaluate this information to find out whether:

    – it falls within OLAF’s competence to act (i.e. it relates to OLAF’s mandate to protect the EU’s financial interests, if for example EU funds are involved etc.),

    – there is sufficient suspicion of fraud, corruption or any illegal activity affecting the EU’s financial interests for OLAF to open a case (Regulation 883/2013), and

    – consideration may also be given to whether such information

    falls within the investigative policy priorities of OLAF.

    OLAF takes into account all available information in its selection procedure. It is only after such an initial assessment that OLAF decides whether or not to open an investigation. While there is no exact deadline for completing this preliminary evaluation, the average duration of selections in 2016 was 1.7 months (see OLAF Report for 2016, figure 18 on p. 50).

    5. On June 9 we wrote to OLAF:

    Thank you for the copy-paste from the OLAF Regulation 883/2013 and from the OLAF Report for 2016, but this is not what I have asked you for.

    In my humble opinion if I print your initial statement, my Email to you of yesterday, your replies today and my comments below, this will not contribute to the good image of OLAF for which, as an ordinary EU citizen, I do care.

    In the past months, New Europe’s Kassandra has opened a dossier on the purchase of the residence for the EU head of delegation in Albania. Following our coverage, the EEAS has requested we publish the following letter. We publish it below, along with our response.

    Letter from the EEAS

    The stories in New Europe regarding the work of the European Union’s Delegation in Albania EU as well as Ambassador Romana Vlahutin (ex. EU pays double, The powerful Allies of Edi Rama, Vlachudin under investigation) are factually incorrect, contain fabrications and slander.

    This is particularly obvious in your writings about the purchase of the EU residence in Tirana – a purchase that was a result of a process that included a comprehensive analysis, including a market survey and an independent expert estimate, and that started before the current head of delegation was even appointed. In fact, the purchase is in line with the approach of the European External Action Service (EEAS) to increase the number of owned properties, when buying offers a better value for money than renting, and when other arguments like security prevail.

    All rules were followed. Your claims and insinuations are simply not true, and seem to be an attempt to deflect the focus away from the work the EU is doing in support of a difficult, but very necessary justice reform in Albania. We fully support and have full confidence in Ambassador Vlahutin and the entire team at the delegation who work with dedication and professionalism.

    A response on the behalf of Kassandra

    Dear EEAS,

    Kassandra is very happy to correct what we wrote about Ambassador Romana Vlahutin and we regret having misled our readers. Indeed, the EU did not pay double for the purchase of the notorious villa in Tirana. According to the EEAS’ own responses to questions by the European Parliament – the 345 sqm surface area we initially referenced was incorrect, and the actual living area of the residence is 585 sqm (Not bad at all for the EU Ambassador in Albania).

    Indeed, our comparison on our cover story entitled “EU Pays Double” was with another villa in Rollin Hills, the area of which was 783 sqm for a price of 850,000 Euro.

    That would mean, running the numbers again, that the EU paid not double, but just over 2.5 times as much. 2.59819005 times to be exact?

    Now to justify this purchase, the EEAS made several arguments to explain why purchase and not continue to rent a building. The specific choice of residence however, was backed up by three documents – referred to by the spokesperson of the EEAS in the letter above, and in previous statements:

    (i) a market survey carried out prior to the purchase of the residence,

    (ii) an evaluation carried out by the independent expert

    (iii) a report of the Regional Security Officer of the EEAS in relation to security aspects.

    The New Europe editorial team requested these documents through a standard information request but was denied access. New Europe’s Editor subsequently filed an official application for the documents through the ‘Access to Documents’ procedure of Regulation 1049/2001. The request was initially rejected in its entirety. Following an appeal, known as a ‘confirmatory application’, Document (iii) was supplied nearly fully redacted. Documents (i) and (ii) were again not supplied.

    The highlight of the refusal of the EEAS to provide document (ii) is that the ‘evaluation’ of the ‘independent expert’ could not be provided because this would contravene with the confidentiality clause included in the document. A confidentiality clause for a real-estate evaluation! The EEAS also claimed that they were also “not able to identify an overriding public interest” for providing the documents – as if the determination that taxpayer money was indeed well spent is not in the overriding interest of the public when doubt has been created – whether in the media or otherwise.

    The only enemy of mis- or dis- information is the truth, it is not obscurity and hiding behind confidentiality clauses in documents that should not have them in the first place.

    It is not that we, at New Europe, do not want to believe that there is nothing wrong with the purchase of the residence in Albania. It is that we are not given the hard proof that this is the case and have been asked to have blind faith in purchasing and procurement processes which have historically been problematic around the world.

    As watchdogs for an accountable society and accountable political institutions, it is our duty to be ever more cautious, and ever more vigilant in our pursuit of transparency and truth.

    Releasing the documents mentioned above in their entirety – barring certain parts of the security report which can create danger, is a much more transparent, democratic, and accountable exercise. If the EEAS believes we can be convinced, we will also accept one of our team members seeing them behind closed doors after signing a confidentiality agreement.

    EU-Diplomaten verprassen Millionen Euro ihrer Steuerzahler für riesige Botschaften in aller Welt. Die Bürofläche jedes einzelnen Mitarbeiters sei grösser als das durchschnittliche Heim einer britischen Familie, schreibt die Daily Mail.

    EU-Diplomaten wird vorgeworfen, dass sie Abermillionen mit übergrossen Botschaften in aller Welt verschleudern. Einige der EU-Vorposten seien so gross, dass die einzelnen Büros der Mitarbeiter grösser seien, als einer durchschnittlichen britischen Familie an Quadratmetern zur Verfügung steht, heisst es auf der Webseite der Daily Mail. Insgesamt handelt es sich um 140 weltweite Residenzen des Auswärtigen Dienstes der Europäischen Union.

    Beispielsweise soll die neue Residenz in Sri Lanka 930 Quadratmeter gross sein, was von Prüfern bemängelt wurde. Eine Botschaft in Tansania würde trotz immenser Kosten seit 2009 leerstehen.

    In einem vernichtenden Bericht warnte der Europäische Rechnungshof gestern die Diplomaten, es zu übertreiben. Die dafür jährlich anfallenden Kosten, die zulasten der europäischen Steuerzahler gingen, seien mit 165.000.000 € pro Jahr einfach zu hoch und die riesigen Gebäude seien viel grösser als nötig.

    Auch bemängelt wurde die EU-Botschaft in Genf. Dort stehen 25 Mitarbeitern 2500 Quadratmeter zur Verfügung.
