Für sowas braucht man u.a. die Albaner, oder Kurdische Mafia, was eine Einheit oft ist.

Der „Failed State“ Albanien ist nur ein Fall., von absurden Gangstern, welche das Völkerrecht nicht respektieren und wie im Kosovo und Afghanistan, Nigeria ebenso mit Warlords und Verbrechern als Partnern. Der illegale Einmarsch nun auch in Syrien, ist eine lange Fortsetzung von Deutschen Verbrechen im Ausland, seit 16 Jahren und wo die Hirnlosen und korrupten Banden auftauchen, funktioniert kein Staat mehr.

Bereits im Artiklel von 1996 spricht der bekannte Journalist  Norbert Mappes-Niediek: klare Worte, das der Albanische Aufbau so gescheitert ist. Über die damaligen Fehler, in Folge kamen noch Dümmere Politiker, und Förderer immer korrupt und praktisch immer Profil Neurothiker, wie über 1.000 Konferenzen, der Hirnlosen EU und Berliner Spinner vor allem aufzeigen. Berufs Politiker und Kriminelle machten dann weiter im alten Sumpf und Hirnlosigkeit und es wurde noch schlimmer. Eine Autobahn, der Dummheit und Hirnlosigkeit regiert Deutschland und die EU, wenn heute ein Ilir Meta (Chef der Skrapari Bande), die selbe Lügen Show abziehen kann, wie in 2000, oder vor 20 Jahren. Einer der Super Trottel damals, war der Lügner Prof. Werner Kaltefleiter, der im Artikel auch erwähnt wurde, denn mit korrupter Dummheit wird man befördert im Politik Zirkus. Die heutigen korrupten Idioten in der Politik sind brand gefährlich, wobei die Basis damals der zum Professor beförderte Werner Kaltefleiter legte, wo dann jeder Unfug als Politik verkauft wurde und durch Lügen PR für die eigene Profil Neurose überdeckt wurde. Kein Staat hat in der Geschichte überlebt, wenn so extrem dumme Ignoranten an die Macht kamen.

To be remembered institutions, public transportation, the educational system in the three levels primary, secondary and university all worked much better during the communist regime……..

Plas bomba në koalicionin qeverisës. Nis gjuetia ndaj protagonistëve të korrupsionit në qeveri. Ministri i Drejtësisë kërkon arrestimin e disa kolegëve të tij, në kabinetin qeveritar, për korrupsion. Nuk kërkohen më ndryshime në kabinet, por kërkohen arrestime ministrash të përfshirë në veprimtari korruptive. Kërkesa është artikuluar dje nga ministri i Drejtësisë, Ylli Manjani, ndërsa komentoi shkarkimin e drejtorit të radhës dhe arrestimin e një prokurori ditët e fundit. Manjani tha se vala e arrestimeve duhet të trokasë në qeveri. Ndërsa paralajmëroi se kanë nisur hetimet për një listë me prokurorë dhe gjyqtarë të përfshirë në korrupsion, ministri i Drejtësisë tha se prokurori do të ketë mbështetjen e tij, për të hetuar anëtarë të kabinetit qeveritar. Ministri nuk foli se në cili krah duhet të nisin shembujt e ndëshkimit të korrupsionit, por tashmë dihen emrat e ministrave, të akuzuar muajt dhe javët e fundit për abuzime dhe afera. Ky qëndrim vjen disa ditë pasi ambasadori amerikan në Tiranë, Donald Lu, theksoi se ministra të korruptuar nuk e duan reformën në drejtësi. Sipas ambasadorit amerikan, ministrat e korruptuar i tremben reformës në drejtësi. Kjo deklaratë nënkupton se disa ministra janë në shënjestër. “Nuk kam ndonjë konstatim ekstra, nuk kam ndonjë konstatim të veçantë për x prokuror apo për y prokuror, përfshirë këtu dhe Prokurorin e Përgjithshëm, i cili është në krye të detyrës dhe ka gjithë mbështetjen time për çdo lloj ndërhyrje të kësaj natyre në elementë si brenda radhëve të saj po ashtu në radhët e gjyqësorit, gjithashtu dhe në radhët e ekzekutivit, kudo qoftë dhe për çfarë do lloj arsye“, tha Manjani.
Listë me prokurorë dhe gjyqtarë 
Ministri i Drejtësisë, Ylli Manjani, deklaroi dje se ka një listë me prokurorë dhe gjyqtarë nën hetim. Sipas tij, në listën me prokurorë dhe gjyqtarë që po hetohet, ka emra konkretë që kanë abuzuar me ligjin dhe postin, duke konsumuar veprën e korrupsionit. Lista me prokurorë e gjyqtarë po hetohet nga inspektoratet e Ministrisë së Drejtësisë dhe Këshillit të Lartë të Drejtësisë, pas indicieve të Inspektoratit të Deklarimit dhe Kontrollit të Pasurive për parregullsi. „Sigurisht që ka emra të tjerë, sigurisht që ne këtë punë bëjmë, bashkëpunojmë me Inspektoratin e Lartë të Deklarimit të Pasurive, sepse ata e nisin procedurën e verifikimit të aseteve. Ka disa vështirësi ligjore, ka disa vështirësi teknike por sidoqoftë ka një listë jo të vogël me gjyqtarë në këtë rast që inspektohen nga të dyja inspektoratet jo thjesht nga inspektorati i Ministrisë së Drejtësisë“, u shpreh ministri Manjani.

Der neue Justiz Minister, will nun energisch die Justiz Reform angehen. Er hat mehr Glaubwürdigkeit als seine Vorgänger, die Frage ist dann nur wie lange.

Und die europäischen Regierungen spielen mit oder lassen es zu. Damit in Verbindung habe ich auf die organisierte Kriminalität hingewiesen und vor der massiven Terrorgefahr gewarnt.

    The news about the astonishing – and deadly – cost-overrun problems associated with Boston’s „Big Dig“ and the fact there are Massachusetts Senators who are actively seeking to ban Bechtel from doing any future work in their State are revelations that raise very serious questions about Sali Berisha and Lulzim Basha’s handling of the Durres-Morina road building affair.

    There can be no question that the construction of a major road artery is a crucial part of Albania’s economic development. However, because of the importance of this project to Albania’s future, the Albanian government was obligated to complete whatever due diligence was necessary in the process of selecting a contractor for this monumental task.

    A major part of the problem is that neither Berisha nor Basha has any experience with a project of this magnitude. To exacerbate the problem, instead of realizing his limitations, Berisha refuses to listen to others and prefers to fly by the seat of his pants using his own highly flawed instincts. The same instincts that have proven disastrous for Albania in the past, as Albanians learned the hard way with Berisha’s pyramid schemes. To make matters worse, Berisha is eager to please certain foreign centers of power solely for the purpose of advancing his own selfish agenda. As for Basha, he is little more than a foolish and pompous stooge who is barely out of his diapers and still dangles from the strings held by Berisha. So what we have here is a classic case of the blind leading the blind on a project that has the potential to bankrupt Albania.

    Did Berisha and Basha contemplate the history of Bechtel’s problems with other major infrastructure projects like the $1.1 billion cost-overrun on the Bid Dig? Did they question Bechtel and include provisions in the contract that would protect Albania from the type of cost-overruns experienced in Boston? Of course Berisha and Basha can now say they took this all into consideration, but if they attempt a cover-up, they can’t just say they were aware of these problems, they need to prove it by producing solid evidence, including correspondence, emails, and legal briefs, that would substantiate any claims they may make that this was all thoroughly addressed. Also, who advised or pressured the Albanian government on moving forward with Bechtel? We now know, as a result of the denial issued by Camile Nuamah, head of the World Bank’s Tirana office, that Basha’s effort to cast blame on the World Bank was a blatant lie. It should be noted that by wrongfully implicating the World Bank in this underhanded attempt to cover his mistake, Basha has potentially damaged Albania’s relationship with the World Bank, the institution that has been most instrumental in helping to stabilize Albania’s economy, and this alone should be grounds for his termination.

    Was the Bechtel contract just a back room deal agreed to by Berisha and Basha? If they claim not, was there an extensive team of international consulting engineers, legal advisors and other experts helping Albania to maneuver such treacherous waters? Or was this too practical of an approach to expect from Sali Berisha because his modus operandi does not include rational decision making?

    Now, in light of Bechtel’s numerous debacles on other projects, the issue of the lack of transparency in the selection of Bechtel and the fact there was no open international tender for Albania’s massive Durres-Morina project is beyond comprehension. Especially when one considers that, with any miscalculations or unanticipated construction costs, we could be talking about a difference of hundreds of millions of dollars in the final cost of the project – money Albania cannot afford to lose. Despite the campaign lies that flowed from Berisha’s mouth about greater transparency, the probability of seeing Berisha govern with open, rational, professional conduct is lower than the odds of seeing the sun fall from the sky and into the Adriatic Sea. Berisha’s duplicitous handling of the Albtelecom scandal is a perfect example of the skullduggery that has come to symbolize his regime. And the Bechtel matter is just more of the same.

    In an example for his lack of respect for the people he governs, Berisha had the audacity to insert his son, Shkelzen, as a manager at Albtelecom, an absolute conflict of interest for a head of government, particularly in a country facing such high levels of unemployment and poverty as Albania. As you will recall, this is the same type of dirty game Fatos Nano played with his own son at Vodafone, the same Fatos Nano who Berisha once accused of corruption for displaying similar behavior.

    Bechtel has no monopoly on the engineering prowess required to complete the Durres-Morina road building project (see ENR list of top global contractors. There are global engineering behemoths who compete with Bechtel on projects of this scale everyday. To be sure, there are other companies that, in addition to possessing engineering qualifications that rival those of Bechtel, may have been able to offer government subsidized financial incentives that were not available in the Bechtel deal. I am well aware that if one digs deep enough, it is likely many of these companies may have experienced scandals of their own, but Berisha and Basha had the absolute responsibility to the people of Albania to do everything within their power to assure they hired the most qualified firm to complete the Durres-Morina project, and this company should have provided the strongest possible guarantees of completion at the lowest possible price inclusive of financial incentives. As has now become clear, this due diligence was not done, and in my opinion, this constitutes a criminal act.

    Prime Minister Sali Berisha

    Both Berisha and Basha should immediately stop hiding behind immunity and open themselves to voluntary interrogation on this matter. If not, it is time for the Berisha government to come to an end.

    Being a doctor, Berisha knows well that when a cancer is discovered in the body it must be treated promptly and aggressively, with surgical removal if necessary. With this in mind, Berisha and Basha should be viewed as little more than cancers growing on Albania and must be treated accordingly.

    Wake up Albanians! It’s time for another change!

    Interestingly, there is one country that is noticeably absent from the list of countries included in the Time Warner plan. Can you guess which country? I’ll give you a hint: the country has a red flag with a black double-headed eagle. If you guessed Albania you guessed right. Do you know why? It’s because the biased and abnormal pricing agreements that exist among Albania’s telecoms do not make it economically feasible for Time Warner to include Albania in the plan. This is the same reason Albanians are forced to endure what are among the highest calling rates in the world for their own telephone usage in Albania.

    I have repeatedly called for investigations of these interconnection agreements and so have others. But investigations have gone nowhere.

    Instead, when then Minister of Telecommunications Lulzim Basha was called to testify before a committee that was seeking answers to questions about these schemes, he repeatedly ignored the requests and never testified. As for Berisha, when he was in opposition, he sought my assistance to help focus attention on these schemes. But now that he has regained power, he has lost interest in prosecuting an investigation of telecom pricing in Albania. Why? Could it be that now that he is back in power he is in the position to take personal advantage of the same financial incentives that caused Fatos Nano to ignore this matter? Just click on the link below for Rilindja Demokratike, Berisha’s pathetic excuse for a newspaper, and you will note along the right hand side of the front page that one if its most prominent advertisers is none other than the Greek owned wireless carrier AMC.

    So that it is clear, because of these biased telecom interconnection agreements, Albanian consumers continue having their pockets picked by the wireless carriers, like Greek owned AMC, whenever they pick up their phones to place calls. Those who place international calls into Albania are raped in a similar way. And it is with these ill-gotten gains that AMC is able to spend millions of dollars on advertising to silence criticism from Albania’s media and buy the cooperation of corrupt hajdut Albanian „leaders“ like Sali „Enver“ Berisha. And while Lulzim Basha is parading around the U.S., he should elaborate on his own relationship with Greek owned AMC and respond to the allegations that he has accepted bribes from them. Basha should also asked ro explain why he refused to attend before the Parliamentary Commission to provide his testimony. This investigation went nowhere because since coming to power, the Berisha government has gone out of its to undermine any attempt to investigate Albania’s rigged telecom sector. Just as the Nano government tried to hide the ITU report and block investigations while it was in power.

    As everyone in Albania will recall from his election campaign, Berisha promised that he would stop the Albtelecom deal and there would be a thorough investigation of this transactioin. I pesonally provided information to his staff that should have helped them prove the exsistence of a bid-rigging conspiracy, but I would not hold my breath waiting for them to take such action because this would require biting the hand that feeds them. As I predicted long ago, just like Berisha has forgotten his concern about the abuses with telecom interconnection agreements, he has forgotten his promises about Albtelecom. Instead, he allowed the Turks to steal Albtelecom for the same price negotiated by Fatos Nano – a price that several telecom financial experts estimated may be $200 million below its value. In fact, German telecom investor Axos offered to buy Albtelecom for more than $300 million! Why would Berisha do this? According to some speculation, it’s because the Turks knew they were getting the deal of the century and were willing to make payments under the table to preserve the deal and guarantee that they got it at a bargain basement price. And who received these payments? It’s alleged they were shared by Fatos Nano, Sali Berisha and Genc Ruli. As many of you will recall, Ruli is no stranger to charges of corruption.

    I call upon Attorney General Sollaku to aggressively more forward with his investigation of Albania’s telecom industry. It is time to put an end to the abuse of the people of Albania at the hands of the Greek wireless carriers and those corrupt Albanian politicians who care only for the good of their own pockets, not the welfare of the people of Albania.

    Last September, I placed two international calls to Albania from my Verizon land line telephone in New York. One of my calls terminated in a mobile system and the other in a land line system, but both calls were billed to me by Verizon at identical rates of $5.26 per minute.


    It is my understanding that the rates for calls from the U.S. to Albania are among the highest in the world. As a U.S. citizen, this is highly disturbing because I have reason to believe these rates have been artificially inflated as a result of market manipulation, collusion and price fixing between the Albanian government officials who control Albtelecom, the government owned fixed line operator, and Albania’s privately owned wireless carriers, Vodafone, headquartered in the U.K., and AMC, an entity controlled by Greek telecom operators. If this information is verified, these relationships constitute a conspiracy between Albanian government officials and private sector telecom executives designed to defraud international callers to Albania. This should be of major concern to the FCC because a large percentage of this telephone traffic emanates from the U.S., and there is an adverse impact on American consumers. Furthermore, this could be just the tip of the iceberg because the situation in Albania may serve as an indication that similar acts of collusion exist between governments and private telephone carriers in other countries where U.S. calls are terminated.


    In September 2003, the International Telecommunications Union (ITU) issued a report on Albania’s telecom interconnection agreements that came to the conclusion that the fee sharing arrangements between Albtelecom and Albania’s two private wireless carriers were highly unusual. In brief, the report indicated that Albtelecom has been receiving a grossly lower percentage of the fees generated by each telephone call, and the wireless carriers were receiving an overly generous portion of the fees. In early December 2003, the ITU report was sent to the Albanian Regulatory Authority and the Ministry of Transport and Communications, but for some mysterious reason the ITU reports were “misplaced” and these government agencies did not bring the issue to the attention of Parliament or the Albanian public. This matter remained hidden within the Regulatory Authority and the Ministry of Transport and Communications until the publication in Albania of my February 3, 2004 letter to Vodafone Chairman Lord MacLaurin that requested an investigation of the interconnection agreements between Vodafone and Albtelecom. A summary extract of the ITU report is attached herewith.


    Seven months before the ITU report was issued, the U.S. government arrived at a similar conclusion. Unknown to the ITU and completely independent of its October 2003 report, the Central Eastern Europe Business Information Center (CEEBIC), an agency of the U.S. government that was established to promote economic development in Eastern Europe, issued a March 2003 report titled, “Telecommunications and Information Technology Albania.” A section of the CEEBIC report called “Backbones and Interconnection” stated,

     

     

    “Albtelecom is generating a big debt due to these abnormal interconnection agreements which have been signed and are in force.”


    As the FCC is aware, similar to domestic interconnection agreements, fees generated from international calls are shared among telecom carriers. Typically, the telecom carrier in the country where the call terminates would be entitled to a portion of the fee. In the case of Albania, as mandated by the government and by law, all international calls to and from Albania must pass through Albtelecom which is entitled to a percentage of the fee generated by the call.

     

     

    It is my understanding that telecom regulatory authorities from around the world provide information regarding their international traffic to Telegeography, a Washington-based organization that monitors this type of data. A source in Albania has informed me that Greek telephone traffic reports given to Telegeography indicated that in 2002 there were 105 million minutes of calls originating in Greece and terminating in Albania. In direct contradiction to this report, it appears that Albtelecom reported receiving only 85 million minutes of calls from Greece during this same period. The difference represents an amount of traffic equivalent to almost 30% of Albtelecom’s international business with Greece.

     

     

    How and why did 20 million minutes disappear? Are there similar irregularities with respect to Albania’s telephone traffic with the U.S.? Is it possible that international calls are being illegally diverted either before they reach Albania or within Albania? Why would Albtelecom, which has a state protected monopoly on international calls that terminate in Albania, share such a large percentage of the international interconnection fees with the two private wireless carriers? The answer to these and other questions may explain why calls placed by Americans to Albania are so expensive.

     

     

    According to the FCC web site and with regard to Albania, Albtelecom is still considered as a “carrier presumed to possess market power” in Albania, not Vodafone or AMC. This has implications for the termination rate paid to Albtelecom which will be lower than the rate paid to a carrier that is “assumed not to possess market power,” in this case Vodafone and AMC. A very likely reason is that Albtelecom is still the only “official” carrier for international traffic. Because U.S. operators do not have direct links with Vodafone and AMC, the U.S. carriers see only Albtelecom. The implication is that the Albanian government, via Albtelecom, in collusion with the Albania’s private wireless carriers, is engaged in a scheme which defrauds U.S. citizens and other international callers every time a call is placed to Albania.


    A major concern here is that senior Albanian government officials, who control Albtelecom, are in a position to provide sweetheart deals to the private wireless carriers in return for financial reward.


    The FCC should be aware that Albania is considered among the most corrupt countries in the world by Transparency International. You should also be aware that Members of the U.S. Congress at the Helsinki Commission hearing in Washington and Senior Officials of the European Union have recently issued stern warnings to the Albanian government in efforts to pressure them to curtail corrupt practices. Furthermore, a U.S. government agency is currently investigating Fatos Nano, the Prime Minister of Albania, for corrupt practices, including allegations that he maintains illegal foreign bank accounts. These circumstances, combined with the irregularities in Albania’s telecom sector that were exposed in the ITU and CEEBIC reports, make it clear that this matter should be addressed by the FCC.


    The FCC should also take into consideration the fact that the common stock of Vodafone is publicly traded in the U.S. and a high concentration of its shareholders are American financial institutions and citizens; therefore, Vodafone falls under the purview of the U.S. government via the Securities and Exchange Commission and most probably other agencies, including the FCC due to the fact that Vodafone is a major shareholder in Verizon Wireless.


    My efforts to bring this matter to the attention of the Albanian public forced the Albanian government to address this issue last year. Unfortunately, in the absence of any pressure being exerted by the U.S., the Albanian government conducted a sham investigation that was analogous to giving a fox the charge of guarding hens. A final resolution of this matter can only be accomplished by the U.S. government demanding that the Albanian government, the recipient of significant U.S. economic assistance, conduct a fully transparent investigation to include analysis of Albania’s domestic and international interconnection agreements and Albania’s international telephone traffic with the U.S. Because the requisite skills required for this task are unavailable in Albania, by necessity, such an investigation will require the participation of independent and objective outside auditors and industry experts.


    Because it appears that U.S. citizens are being defrauded every time a call is placed to Albania, I am requesting that the FCC open an investigation of this matter as soon as possible.

    1. Interconnection (I/C) agreements
    Interconnection agreements are available


    • between AMC/Vodafone and ABLTELECOM
    • between AMC and Vodafone
    • between ABLTELECOM and rural operators
    ABLTELECOM has been determined to have the Significant Market Power (SMP) status.


    The Albanian Telecommunications Act (art 42 item d ) states that “Organisations with Significant Market Power have the obligation to send copies of their interconnection agreements to TRE and make them available on request by interested parties (excluding commercially sensitive parts other than details of interconnection charges, terms and conditions)”. This means that interconnection agreements between AMC/Vodafone and ABLTELECOM and on the other hand between ABLTELECOM and rural operators should be available to all interested parties.


    The analysis of the interconnection situations was based on the current interconnection agreement documents and the discussion with the officials of the Albanian Telecommunications Regulatory Authority. No data for an in-depth analysis of the current interconnection situation were available.


    Problems with interconnection arrangements exist in two different categories:


    • in the interconnection between mobile operators (AMC and Vodafone) and the national fixed network operators ABLTELECOM
    • in the interconnection between ABLTELECOM and local rural fixed line operators
    The interconnection agreements include three types of problems:


    1. Legal problem
    The current Albanian Telecommunications Act (art 46) states “Interconnection fees must be cost oriented and cover effective cost using the network”. Both type of the above mentioned I/C agreements are based on charges by revenues sharing (sharing the fees paid by calling end users). Thus these I/C agreement are in conflict with the Telecommunications Act.


    1. Discriminatory / unbalanced fee structure
    The commercial terms of Vodafone / ALBTELECOM interconnection agreement (the AMC / ABLTELECOM interconnection agreement is exactly similar) indicate an unbalanced situation which sets ABLTELECOM in unfair position.

    Albanian Jihadist’s Easy Passage to Syria’s Brutal War

    A former Islamist fighter in Syria recalls why he went to Syria, how easy it was to get there – and why he would go again, if he could.

    On his first trip abroad, he left with 400 euros in his pocket, a printed map from the internet and the belief that he was fulfilling his destiny in eyes of Allah. The destination was the frontline of the war in Syria, but his jihad ended faster than it started.

    Two years later, in a bar full of people in his hometown in northern Albania, Ebu Merjem stands out with his long beard and his trousers cut short above the ankle.

    He does not like the attention he attracts and chooses a half-empty corner of the bar to explain what that pushed him towards a far-away war.

    “If I had the chance, I would go even today and fight in Syria,” Ebu Merjem says. “It was God that created jihad and you have to love something that God loves,” he added.

    The 37-year-old unemployed father-of-two has been a practicing Muslim for 17 years.

    He is one of 90 Albanians who went to Syria between 2012 and 2014 to take part in what they believed was a holy war.

    Since the Syrian conflict began, ten Albanian jihadists have lost their lives there. Thirty others returned home before the adoption of a law that criminalizes participation in conflicts abroad.

    According to documents obtained by BIRN, nearly 50 Albanian jihadists identified by the security services are still fighting in Syria.

    Albania is a Muslim majority country with a long tradition of interfaith coexistence, and few understand why local Muslims like Ebu Merjem have traveled to fight in Syria.

    Merjem has lived all his life in Albania, but believes his homeland is wherever there are Muslim believers. If his Muslim brothers are being attacked, even if they are thousands of kilometers away, he feels it his duty to protect them.

    “My brother is the American, Syrian or French Muslim. My enemy may even be my brethren,” he says. “This has nothing to do with nationality or blood. I went there for my faith and my biggest regret is that I couldn’t experience war,” he added.

    Syria was the last country in the Middle East to be engulfed by the wave of anti-government protests in spring 2011 known as the Arab Spring. The conflict there soon took the nuances of a civil war.

    The involvement of militant Islamic organizations in this war and its geographical proximity to Europe soon turned Syria into a hub for jihadists from all over the world.

    The use of the internet and social networks directly from the battlefield popularized calls for jihad, especially in Europe where a considerable number of second-generation immigrants from the Middle East have embraced religious extremism.

    From the beginning of the conflict until now, over 12,000 foreigners from 81 countries have joined militant organizations fighting in Syria. Nearly 3,000 are believed to have come from Western countries.

    Ninety of these fighters are Albanian followers of the Salafist brand of Islam, preached on the fringe by imams, often in isolated mosques whose legal standing the official Muslim Community of Albania questions.

    These believers started to show up in force at Tirana airport in the autumn of 2012, where they declared they were travelling to Turkey for health reasons. From Turkey, the jihadists jumped the border illegally into Syria and landed in the war.

    The head of Albanian League of Imams, Justinian Topulli, lists several reasons for the involvement of Albanian Muslims in the war in Syria.

    He says they felt a form of religious solidarity with the Syrian Muslims in their struggle against Bashar al Assad’s dictatorship, but it was also a way of escaping the Albanian reality, in which many Muslims do not feel comfortable.

    Another no less important reason, according to Topulli, is the misunderstanding and misinterpretation of religious texts about the Apocalypse, which some preachers mistakenly tie with current events in Syria.

    In contrast to Topulli, Ebu Merjem believes that a Muslim’s highest purpose is the sacrifice of jihad.

    “A man must seek the eternal. One day we will all die, but to die as a Muslim martyr is the highest death of all,” says Ebu, sounding very convinced.

    This is what he was looking for when he went to Syria on November 17, 2012, with three other believers from Albania.

    For three months he went from one camp to another, but he never got the opportunity to go to the front even for a day, which disappointed him deeply.

    He returned on February 2, 2012, a few days after two of his other comrades also returned home. The fourth member of the group, Denis Jangulli, was killed on the first day he went to fight against the government forces of Assad.

    Many things have changed since then, both in Albania and Syria. The Albanian police have either arrested the religious leaders of the Albanian fighters in Syria or they are on the run.

    After turning a blind eye to the Albanian jihadists traveling to Syria for a long time, the authorities opened an investigation in December 2013.

    On March 11,a joint operation by the Serious Crimes Prosecution Office, the National Intelligence Service and the police resulted in eight arrests and warrants being issued for five others.

    On August 19, Albania passed a law that mandates jail sentences of up to 15 years for anyone who gets involved in the Syrian conflict or who recruits people to take part in the war.

    Two of the suspects detained in the joint operation were imams, accused of organizing the recruitment of the jihadists.

    Genci Balla and Bujar Hysa used to preach jihad in two mosques; one located in a suburb of Tirana and the other in the village of Mezez, a few kilometres from the capital. Some more isolated cells were identified in Leshnicë, near Pogradec, the city of Elbasan, the town of Cerrik and the village of Dragostunje, near Librazhd.

    The third organizer was Gerti Pashaj, a student radicalized in Turkey, who is thought to have acted as a guide for the Albanian jihadists seeking to reach the war front.

    Ebu Merjem denies having been recruited or paid by any of them. He says he went to Syria of his own free will and adds that Denis Jangulli helped him only with the details of the trip.

    He describes Jangulli, who was killed, as a brother and as a devoted believer who spoke four foreign languages and had strong connections in Kosovo and Macedonia.

    Ebu Merjem cannot speak any foreign language and only embraced Islam after getting in touch with two Albanian students who had studied religion in Saudi Arabia.

    The cleric Justinian Topulli says a lack of understanding of Islamic text is the main reason why so many Albanians that have gone to fight in Syria, believing they are engaging in holy war.

    Topulli explains that while a good Muslim must fulfill the commandments of the Koran, armed jihad is not one of them.

    “Armed jihad is not an individual obligation either for Albanians or for the others, but for communities and countries if they have the possibility to do something in this case,” he said. “Our jihad is to help our country and family to deal with the problems of our common home, called Albania,” Topulli added.

    According to Ebu Merjem, the journey to Syria for jihadists is a simple one. They travel to Istanbul, buy a bus ticket worth 80 euro to the border town of Rehanlia and find a man there to jump the border.

    He describes the region between Turkey and Syria as easy terrain for would-be jihadists; dozens of young people from France, Sweden, America or Belgium go in and out from a fence, which is the only barrier between the two countries.

    Smuggling jihadists from one side of the border to the other is no different from the other kinds of human smuggling.

    Ebu Merjem says he gave a Turkish shepherd a few euros to help him cross the border mostly because he was afraid he would spy on him rather than show him the way.

    After they crossed the border, Ebu Merjem and his comrades sought the city of Aleppo, which has been the scene fierce fighting between government forces and rebels since the start of the conflict.

    However, the Albanians got stuck for a long time in the camps in Tal Rifat, a town in the Aleppo region controlled by the Al-Nusra front, a branch of al-Qaeda.

    The Albanian jihadist were eager to reach the front but underwent a series of background checks by leaders of the foreign jihadists. “They looked at as with suspicion and gathered our passports in order to verify us. We didn’t like this but they were afraid of infiltration,” Merjem says.

    The Albanian jihadists stayed for the first 10 days in a house and were then sent to a real training camp. The camp was also in the region of Tal Rifat. This time, they stayed in a luxury home occupied by the radical Islamic group, a phenomenon that the media call the “5-star jihad”.

    They spent their days studying the Koran and were trained to use Kalashnikovs or snipers. “We also used to run a little but it was no big deal. The lack of weapons was the main problem and none of us had 1,500 dollars to buy a Kalashnikov,” he said.

    According to the Albanian prosecution file obtained by BIRN, the majority of the Albanian jihadists became part of the Jabhat al-Nusra front, a branch of Al-Qaeda. Some arrived there as part of a Turkish extremist group, Murat Gezenler, while the Albanians from Macedonia fought under Chechen fighters.

    However, in a chaotic civil war this configuration changed over time. By 2013, most of the Albanians had gathered in a brigade of 45 to 50 persons on the outskirts of Aleppo led by Numan Demolli, from Kosovo, and, after he was killed, by Lavdrim Muhaxheri.

    Until ISIS emerged, they stayed under the protection of Al-Nusra. Today, most of the 50 Albanians remaining in Syria are fighting with Islamic State.

    In his interview for BIRN, Merjem says they couldn’t stay in the camp unless they swore an oath to Al-Nusra. If they had not done so, their presence there would have become even more suspicious and unwanted.

    “The people from Jabhat al-Nusra came and asked us to swear an oath to them but we didn’t do that,” he says. “We told them that we were sworn to Allah and were there to help the Syrian people,” he added.

    During his three months stay in Syria, Merjem had another problem. He had not got his mother’s permission to engage in holy war. This is a big concern for believers, because jihad is seen as invalid if it is undertaken without a parent’s permission.

    After his mother refused to give her permission, Ebu Merjem decided to return to Albania. During this period, his fellow Albanian jihadist, Jangulli, was killed in an attack outside Aleppo.

    “I was saddened because I would miss a friend; at the same time I was also happy because God received him as a martyr,” Merjem recalled.

    Merjem returned to Albania on February 2, 2013. Since then, the authorities have not allowed him to leave the country.

    He keeps informed about everything happening in Syria and now question some of the actions of the Islamic State.

    Merjem says that the war is causing death on all sides, endless atrocities, including the crimes that “the Muslim brothers” of ISIS are displaying with pride in social media. But still he does not like it when their crimes are judged by non-believers.

    “They are shedding a lot of blood in the name of religious misunderstandings and misinterpretation of the Koran,” he says. “Even scholars have talked about this. But we don’t want their mistakes being judged by anyone else except Muslims,” Merjem added.

    European Union countries and Europol suspect that former jihadists like Merjem pose a threat to European security.

    In the West, the de-radicalization of the jihadists is often compared to the rehabilitation of alcoholics or drug addicts.

    Albania’s authorities are uncertain how to best respond to this threat. Since adopting the law that penalizes involvement in the war in Syria, the government has set up a massive antiterrorism structure to monitor its citizens that have returned home.

    But Prime Minister Edi Rama believes that Albania is no more exposed to Islamic radicalism than other countries. “This risk is everywhere, just like Ebola,” said Rama in an interview.

    The Albanian police told BIRN that jihadist returning from Syria do not pose a particular threat to the country, although their social isolation may become problematic in the future.

    Topulli, from the League of Imams, agrees, arguing that the integration of these people back into society is the challenge lying ahead. He urges the authorities to show caution and avoid using repressive measures that could add to tensions.

    “The people who returned from Syria are part of us and must be treated like all normal people so that they do not feel like strangers in this society,” Topulli said.

    Merjem confirms that he doesn’t quite fit into Albanian society. Because of his faith, he has had to quit one job after another and he often finds it difficult to support his family.

    He does not believe in the Muslim Community, the state or the international community. He thinks they collaborate all to interfere with his Muslim brothers in Albania and the world.

    He would rather live in a remote land than Albania, if he could find spiritual peace there. “If they established a good Islamic state in future, I would choose to live there. People like us feel despised here,” he concluded.

    Ebu Merjem is the religious name of the interviewee after he returned from Syria. Mejrem agreed to give this interview to BIRN in November 2014, without revealing his real identity.

    The Prosecutors of Tirana and other cities signed a letter addressed to the Prosecutor General, in which they ask him to react against institutions that delay investigations and then accuse justice.

    „There are honest and corrupted judges in Albania. Those who have taken money even once for a court verdict, they are corrupted. If they have watches more expensive than my car, they are corrupted. If this is the case, they should leave their profession right now“, Lu underlined.

    Është mbledhur sot në Tiranë Konferenca Gjyqësore Kombëtare, e cila pritet të zgjedh një anëtar për Këshillin e Gjykatës së Lartë.

    Në takim mori pjesë edhe ambasadori amerikan, Donald Lu, i cili drejtoi dy apele për gjyqtarët e korruptuar dhe për ata të ndershëm. Për të korruptuarit, apeli i tij është “lini këtë profesion dhe mund të futeni në burg së shpejti”.

    Ai tha se shumë gjyqtarë kanë orë më të shtrenjta se automjeti i tij.

    “Prova ime për korrupsionin është shumë e thjeshtë. Nëse keni marrë ndonjëherë para ose favore në shkëmbim të një vendimi gjykate, jeni një gjyqtar i korruptuar. Edhe nëse e ke bërë këtë vetëm një herë, ke thyer ligjin dhe nuk je i përshtatshëm të shërbesh si gjyqtar. Një kriter tjetër, shumë i thjeshtë. Nëse ulni kokën dhe shihni kyçin e dorës e mbani një orë që kushton më shumë se makina ime ka të ngjarë të jeni një gjyqtar i korruptuar”, theksoi.

    Ambasadori Lu u drejtoi edhe një pyetje të pranishmëve, sigurisht të gjithë nga radhët e gjyqësorit.

    “Kam një pyetje për ju gjyqtarët. Çfarë do bënit sikur një politikan t’ju jepte një ryshfet për të mbyllur një çështje? Mezi pres ditën kur ju të përgjigjeni: Nuk e di, kjo s’më ka ndodhur kurrë!”

    Apeli tjetër është për gjyqtarët e ndershëm. “Kini besim, ndryshimi po vjen. E di që është e vështirë të jesh një gjyqtar i ndershëm. Nuk punon për shumë para dhe ka trysni nga çdo drejtim për të marrë vendime të rëndësishme për të gjitha arsyet e gabuara. Gjyqtarët e ndershëm, si ju, meritojnë të punojnë në një sistem që shpërblen integritetin. Ju meritoni të promovoheni në bazë të meritës dhe të përvojës”, theksoi diplomati amerikan.

    Pas kaq shumë muajsh negociata për reformën në drejtësi, të ngarkuara edhe me tensione, ambasadori amerikan në Tiranë, Donald Lu ka ‘thirrur në ndihmë’ Hollivudin, për t’i dhënë mesazh të paprekshmeve të korrupsionit në Shqipëri.

    Lu: Kur ishin në universitet Hollywood nxorri filmin e titulluar “The untouchables” ose në gjuhën shqipe “Të paprekshmit”. Aktori i famshëm shqiptaro-amerikan Robert De Niro luante rolin e gangsterit Al Capone. Historia zhvillohej mbi njësinë elitare hetimore të quajtur “Të paprekshmit”. Ata nuk ishin quajtur të tillë për shkak se qenë mbi ligjin por sepse ishin të imunizuar prej korrupsionit dhe frikësimit.

    Dhe nga një prej filmave më të arrirë të Hollivudit, kryediplomati amerikan u hodh tek aktorët e politikës shqiptare, për të cilët ishte i drejtpërdrejt kur tha se po përdorin Byronë e Hetimit për qëllime politike.

    Lu: Udhëheqësit politikë po përpiqen ta përdorin debatin për BKH-në për arsye politike. Të gjithë ata bien dakort se korrupsioni dhe ndikimet politike pengojnë bërjen e drejtësisë në Shqipëri.

    Dhe pikërisht, për t’i shuar politikës, çdo alibi mbi interpretimet e ndryshme që i janë bërë deri më tani rekomandimeve të Venecias, në lidhje me varësinë e njësisë antikorrupsion, ambasadori Lu, prezantoi modelin për të cilin SHBA janë të gatshme të shpenzojnë miliona dollarë.

    Dhe siç e nisi me personazhin e filmit të paprekshmit Al Capone, preferoi edhe ta mbylle me të.

    Lu: Njëri prej policëve elitarë i luajtuar nga aktori i famshëm Sean Connery e pyet prokurorin që është Kreu i “Të Paprekshmëve”: Ju më thatë se doni të kapni Capone-n, a doni ta kapni atë me të vërtetë?     Por sa do të reflektojë politika pas këtij mesazhi të drejtpërdrejt të ambasadorit amerikan? A është e gatshme ajo ti hapë udhë prangosjes së zyrtarëve të korruptuar?

    Deklarata e plotë e ambasadorit:

    Partneriteti për qeverisjen e hapur ka lidhje me bërjen e qeverisjes më përgjegjëse dhe më transparente përmes hedhjes dritë mbi korrupsionin, mashtrimin dhe paaftësinë. Kur ju në këtë sallë e dini se këto përpjekje të rëndësishme do të ishin boshe pa policë hetimorë të pavarur që nuk kanë frikë të ndjekin çunat e këqinj.

Kjo është ajo që ne shpresojmë se do të krijohet në Shqipëri. Një njësi e pavarur hetimore për të luftuar korrupsionin dhe krimet e kryera nga zyrtarë të lartë.

    Ka një propozim që kjo do të jetë pjesë e funksioneve të byrosë kombëtare të hetimit ose BKH-së, e bërë sipas modelit të FBI-së amerikane. Po pse duhet të besojnë shqiptarët e zakonshëm se këta policë të posaçëm do të jenë përtej ndikimeve dhe korrupsionit? Për shkak se SHBA do të investojnë që ajo të jetë e tillë. Ne kemi vënë mënjëanë miliona dollarë për të paguar pajisjet dhe trajnimet e këtyre policëve, trajnimi i tyre do të zhvillohet në akademinë e FBI-së.

    Një agjent i FBI-së do të caktohet në Tiranë për të mbështetur krijimin e kësaj organizate dhe të gjithë policët e BKH-së do të kalojnë përmes testeve të dallimit të gënjeshtrave, njohur ndryshe si testi i poligrafit. Llogaritë e tyre bankare do të mbikqyren për tu siguruar që ata nuk po marrin rryshfet ose që nuk po punojnë për krimin e organizuar.

    Në shënimin 13 në fund të faqes të opinionit përfundimtar Komisioni i Venecias mirëpret funksionet antikorrupsion të BKH-së që do të vendoset nga një prokuror i posaçëm të pavarur nga të dy, si nga Prokurori i Përgjithshëm ashtu dhe nga Policia e Shtetit Shqiptar. Hetuesit e BKH-së do të përbëhen nga policë të gjyqësuar. Drejtori i saj për anti korrupsionin do të jetë një oficer i policisë gjyqësore i cili do t’i raportojë një prokurori të posaçëm të pavarur. Ky prokuror do të japë llogari përpara popullit shqiptar .

    Udhëheqësit politikë po përpiqen ta përdorin debatin për BKH-në për arsye politike. Të gjithë ata bien dakort se korrupsioni dhe ndikimet politike pengojnë bërjen e drejtësisë në Shqipëri. U kërkoj atyre në të djathtë dhe në të majtë që të bien dakort se BKH është një institucion jetik për anti-korrupsionin në Shqipëri. U kërkoj atyre të bien dakort për modelin anti-korrupsion që diskutova sot, një institucion të mbështetur nga FBI amerikane: i pavarur dhe llogaridhënës para popullit shqiptar. U kërkoj atyre që të dallojnë se ky institucion duhet të krijohet në të njëjtën kohë me reformën në drejtësi. Në fund të fundit reforma në drejtësi do të krijojë zyrën e prokurorit të posaçëm së paku që do të drejtojnë përpjekjet anti-korrupsion të BKH-së.

    Më lejoni ta përfundoj me një citim nga filmi “Të paprekshmit”. Njëri prej policëve elitarë i luajtuar nga aktori i famshëm Sean Connery e pyet prokurorin që është Kreu i “Të Paprekshmëve”: Ju më thatë se doni të kapni Capone-n, a doni ta kapni atë me të vërtetë?
