EU Polizei Mission PAMECA II – IV, Rückblick über ein EU und US Desaster

Nun im Oktober 2016, wurde keinerlei Fortschritt im Desaster der EU und US Polizei und Justiz Ausbildung gemacht, wenn man die Statements von 2007 vergleicht, oder noch früher die Statements von wikileaks, oder dem US Botschafter Josef Limprecht und Ilir Meta in 2001. Schon damals gab es nur wenige seriöse Richter, der Generalstaatsanwalt Rakipi, wurde abserviert, als er gegen den PM Ilir Meta ermittelte, die US Mafia mit Josef Limprecht, fürchtete um die eigenen Drogen- und Waffen Geschäfte. Sogar der Spiegel berichtete in 1995 über die Zustände, rund um den Verfassungsrichter Zef Broci damals.

Also machten die Verbrecher Clans weiter, denn es gab immer neue Gelder, als Erfolgs Modell mit der „Westlichen Wertgemeinschaft“ und den Lehrmeistern für jeden Betrug. Die aufgeblähten EU und OSCE Botschaften, Politische Stiftungen wie die KAS, FES, HRW, TI, AIIS,  hätte man schon längst schliessen müssen, weil sie direkt die Albanische Mafia finanzieren.

EU Polizei Mission PAMECA kritisiert massiv die Richter und Staatsanwaltschaft

In Folge betrieben die Amerikaner eine Murks Akademie, wo man auch ohne Teilnahme, die Diplome erhielt unter Bujar Nishani, Flamur Noka, aber die ICITAP Ausbilder waren so Geistig behindert, das man das erst nach Jahren kapierte, weil man keine wikileaks Reports, oder andere bekannte Quellen benutzte.

Albanian Police Academy Closes its Doors

03 09 2007 Tirana_ The Albanian police notified on Sunday that a year after its inception the Policy Academy will stop recruiting new cadets this year owing to the high number of officers currently active in the force.

The temporary closure of the academy came only one month after the Ministry of Interior came under fire from the European Union Police Assistance Mission in Albania, PAMECA, over its restructuring of the force.

The European Commission advisors to Albania’s police force criticized a government restructuring of the force, saying they were concerned over the way some officers were being forced out; opposition politicians say this was designed to advance police loyal to the ruling party.

PAMECA said in a news release in July that the Interior Ministry needed to be more transparent on how and why officers were being hired, fired and promoted.

PAMECA provides strategic advice and specialized technical training to the Albanian police over crime prevention, organized crime, terrorism and border management.

“The moving of officers through the system should be made in a transparent and justified manner,” PAMECA said. “There have been a lot of transfers and firings of officers lately, which has struck key sectors of the state police, which are essential for the integration of the country with European institutions.”

The restructuring has led to the loss of officers that donors had spent considerable amounts of money on training, the European police advisors said.

Interior Minister Bujar Nishani in June defended changes to the organization of several police divisions, which he said “would make the force more productive in the fight against organized crime and trafficking”.

Mr. Klaus Schmidt, a Senior Police Officer from the Bavarian State Police with more than 40 years of service, is a veteran of all EU Police Missions in Albania.
He was born in 1945 and is a native of Fuerth/Baveria where he joined the Police after serving his time in the military.

Mr. Schmidt is a graduate of the Senior Command Course in Germany, the FBI National Academy, the FBI Executives training at Quantico, Virginia and at the University of Princeton, the DEA Commander training and the West Point Leadership and Command training. He studied from 1985 to 1990 Political Science and Sociology at the University of Wuerzburg and was granted a scholarship for the University of Southern California where he graduated the Delinquency Control Institute. He is a Graduate of the Senior Executive Class on Counterterrorism at the College for Security Studies in Germany.

Mr. Schmidt held several senior positions within the Bavarian State Police, the German Senior Command College, the European Drugs Unit and at Europol. He served as Commander of the MAPE Mission, Head of Operations with the ECPA-A Mission and Deputy Head of Mission with PAMECA (2002-2004).
His service in the Police includes several years in the Bomb Squad of the Bavarian State Police, where he also received training as a diver for underwater demolition.

Mr. Schmidt worked during this period of time as instructor for Special Forces in Bavaria, on federal level and abroad. His main professional experience lies within combating Serious and Organised Crime.
Mr. Schmidt received several decorations for his service including the West Point Leadership Award.
As Head of the Mission he represents the project on high level towards the Albanian authorities, the European Commission, the EU Member States and the International Consortium of Donors. He orchestrates and monitors PAMECA?s activities and evaluates the quality of reports and analysis.
According to a decision of the Government of the Republic of Albania dated 23 June 2005, Mr. Schmidt was appointed as Professor for International Strategic Management for his role of implementing a new national command, leadership and management system for the ASP.
Biography for Douglas Adams

The Deputy Head of Mission is Douglas Adams, a retired Senior Police Officer from the UK.
His service with Essex Police spanned 34 years where he worked in a variety of uniformed specialisms, including Public Order Police, Firearms Operations, Underwater search, Critical Incident Management and Traffic Policing. This also included Marine and Air Support, Police dogs and horses.
He has attended numerous training courses at the UK Police Staff College at Bramshill as well as specialised training at various institutions throughout the UK.
He was directly involved, in different roles, in the successful peaceful resolutions of the last three aircraft hi-jackings at Stansted Airport.
He first served in Albania in 2001 when as Chief of Personnel, he was required to close the Multi-national Advisory Police Element-WEU Mission, (MAPE). He continued in Albania with European Community Police Assistance ? Albania, (ECPA), as a Strategic Adviser to the Albanian State Police. His main project at this time was to assess the Albanian police infrastructure needs. He returned to the UK in 2002.
Here he served as Driver/Logistics Manager for Essex Police until January 2005 when he returned to Albania as Deputy Head of Mission/Operations Manager for the Police Assistance Mission of the European Community to Albania,(PAMECA).
Within this role he is responsible for coordinating the activities of 16 International experts specializing in the fields of Organised Crime, Counter Terrorism, Public Order, Border Management, Human and Material Resources, Criminal Justice, Training, Strategic Advice and Information Technology Management.
The International Experts represent 9 member states of the European Union bringing a diverse wealth of experience.

    Në momentin që ne po afroheshim në të vetmen kafene të Lazaratit një i ri aty na shpjegon: “përpara se qeveria të ndërrohej ne kultivonim kanabis dhe ishim të mbrojtur. Sot prodhimi është çvendosur lart në kodra.”

    Por pse ishte i rëndësishëm ky konkurrim?
    Është e rëndësishme sepse merr gradën dhe nga këtu fillon karriera për në Policinë e Shtetit.

    Për të filluar karrierën duhet patjetër të marrësh këtë gradë?
    Po sepse është grada e nivelit të mesëm që fillon nga oficer e sipër, nënkomisar, komisar dhe kryekomisar. Tani ka ndryshuar me gradat e reja por që…

    Domethënë në këtë shkollë mund të konkurojnë vetëm oficerët e Policisë?
    Agjentët, inspektorët, pra ato që janë në strukturat e policisë.

Entrambi erano stati arrestati a fine gennaio nell’ambito dell’inchiesta Aemilia. Un ex dipendente avrebbe spiegato come i due fossero pari grado nell’azienda. Non solo, nei documenti amministrativi è stata ritrovata una relazione del prefetto di Reggio Emilia sulle infiltrazioni mafiose in Regione

    Era il 29 maggio 2012 quando, per la seconda volta in dieci giorni, la Bassa modenese tremava, scossa dal terremoto più forte che la popolazione emiliana ricordi. Capannoni industriali rasi al suolo, edifici storici piegati e crollati sotto il loro stesso peso, scuole e teatri gravemente danneggiati e centinaia di famiglie rimaste senza una casa. In questa situazione, tra chi si disperava e chi cercava di gestire l’emergenza, c’era anche chi si divertiva. C’era chi telefonava al socio in affari. Era felice, scherzava e si sfregava le mani per i futuri lavori che avrebbe potuto chiudere. I due soci al telefono erano uomini legati alle cosche cutresi, ‘ndranghetisti. Uomini fedeli al proprio clan che nel corso degli anni, durante la crisi economica, avevano scalato le aziende in difficoltà fino a controllarne ogni loro mossa.

    Come è successo anche alla storica impresa Bianchini Costruzioni di San Felice sul Panaro, nata più di quarant’anni fa e stretta tra le grinfie di Michele Bolognino, reggiano e oggi considerato dagli inquirenti uno degli organizzatori delle cosche cutresi, quella dei Grandi Aracri. L’azienda, dopo essere caduta all’interno del vortice dell’inchiesta “Aemilia”, l’indagine che ha portato alla luce le attività dei clan in Emilia e il modus operandi utilizzato per insinuarsi nei cantieri della ricostruzione, è rinata nella piena legalità sotto la guida dell’avvocato Rosario Di Legami, ufficiale giudiziario nominato per non far morire una realtà che fino a dieci giorni prima dello scandalo era in lizza per lavorare a Expo Milano 2015.

    Facili speculazioni e fiuto per gli affari. La forza delle cosche cutresi si basava sulla crisi economica di molte realtà edili dell’alta Emilia. Aziende fino a quel momento “pulite” pian piano, oppresse dai debiti, si sono affidate alla criminalità organizzata che metteva a disposizione mano d’opera a basso costo e liquidi. Il tutto a una condizione: le decisioni erano prese dall’esterno non più dai proprietari delle aziende. Una realtà che con Michele Bolognino ha conosciuto anche la Bianchini Costruzioni. La sua influenza e il fiuto per la facile speculazione lo hanno portato a controllare ogni mossa della Bianchini ben prima del terremoto ma è proprio in quell’occasione, durante la ricostruzione, che anche gli inquirenti hanno iniziato a seguire la ditta di Augusto Bianchini, fino a quel momento mai entrata al centro di inchieste legate alla mafia. Con la ricostruzione post terremoto la ‘ndrangheta si è servita della famiglia Bianchini e della compiacenza di Giulio Gerrini, ex capo ufficio tecnico del Comune di Finale Emilia, nei confronti della ditta per entrare nei cantieri. La diga della “white list”, strumento creato dalla Prefettura per controllate le imprese e assicurarsi che non avessero legami, reali o sospetti, con realtà mafiose locali, ha scoperchiato un meccanismo diventato consuetudine per la Bianchini Costruzioni.
    L’inizio: Bolognino in quel cantiere. Tutto parte dalle indagini dei carabinieri di Fiorenzuola e di Modena che nel 2010, quindi due anni prima che il terremoto devastasse la Bassa modenese, cercano di capire il giro d’affari di Michele Bolognino. La Bianchini Costruzioni entra nell’inchiesta “Aemilia” quando il 3 settembre 2012 i carabinieri trovano lo stesso Bolognino nel cantiere delle nuove scuole ­di Finale Emilia. In quel momento la ditta ha già gravi problemi economici. Lui non è un operaio dell’impresa e questo rende la sua presenza sospetta. Tanto più perché già condannato per associazione mafiosa. La Bianchini così, oltre ai problemi finanziari, alle indagini per il ritrovamento di amianto nei cantieri della stessa scuola di Finale Emilia, di Reggiolo e di Concordia e alla montagna di eternit nel suolo della propria azienda (che fanno pensare agli inquirenti che l’azienda invece di smaltire il materiale lo triturasse e lo mescolasse al cemento) entra di fatto parallelamente anche nel filone d’inchiesta legato alla presenza delle cosche nelle aziende emiliane.

    Questo però non impedisce ad Augusto Bianchini e alle sue squadre di operai di lavorare nella ricostruzione perché la domanda di iscrizione alla “white list” viene rigettata dalla Prefettura dopo gli accertamenti del Girer (il gruppo interforze creato per vigilare sulle possibili aziende legate alla malavita organizzata) il 18 settembre del 2013. Le ditte infatti posso iniziare a lavorare già con la sola presentazione della domanda di iscrizione alla “white list”. Solo dopo, in caso di problemi, vengono estromesse e i lavori vengono fermati.

    L’escamotage per evitare di perdere i lavori della Bianchini è presto trovato: la ditta, che è subappaltatrice e non vincitrice delle gare per i cantieri della ricostruzione, cede i propri macchinari a Alessandro Bianchini, figlio di Augusto. Lui vanta un credito con la ditta del padre di circa 35.000 euro, ovvero il Tfr. Al posto dei contanti quindi ottiene alcuni macchinari e, evitando di inserire nell’organigramma societario il padre, apre una nuova impresa nel novembre del 2013: la Ios. Alessandro invia la richiesta dell’iscrizione alla “white list” e inizia a lavorare nei cantieri dove prima c’era la Bianchini Costruzione. Passa poco più di un anno e nell’autunno del 2014 anche la Ios viene esclusa dalle ditte “pulite” dalla Prefettura. In quel momento nessuno lo sa ma anche Alessandro è al centro del filone di inchiesta che coinvolge anche la madre e il padre.

    Cede la struttura mafiosa. Il castello messo in piedi dalle cosche cade definitivamente il 28 gennaio 2015. Il blitz notturno organizzato dalle forze dell’ordine porta a 117 arresti. Dei 224 indagati ben 54 sono quelli accusati di associazione di stampo mafioso. A questi si aggiungo otto accusati di associazione esterna. Tra questi spiccano appunto i modenesi Augusto Bianchini e la moglie Bruna Braga, dirigente della Bianchini e titolare della ditta . Oggi sono 147 gli imputati che sono a processo per l’inchiesta “Aemilia”. Appena due sono stati i “non luoghi a procedere” emessi a cui vanno sommati i 71 riti abbreviati richiesti (praticamente tutti i boss della ’ndrangheta, a partire da Nicolino Grande Aracri, non imputato per associazione di stampo mafioso) e i 19 patteggiamenti. I sequestri legati alle ditte della famiglia Bianchini superano i 50 milioni di euro tra macchinari, terreni e immobili.

      5th Annual Meeting of the Women Police Officers Network in South East Europe (WPON) took place in Tirana

      The Fifth Annual Meeting of the Women Police Officers Network in South East Europe (WPON) was held on 3 and 4 December 2014 in Tirana, gathering representatives of eight (8) Police Services from Southeast Europe (SEE).

       

      The aim of the meeting was to enable information exchange and experience-sharing on the advancement of gender equality in policing and offer updates on activities and results achieved in this regard over the past year. In addition to this, the meeting facilitated networking and knowledge-sharing among high-level women police officials in the region.

       

      WPON members also reviewed and discussed the draft analysis of the data collected in 2014 on the representation of women in police services in SEE. This data focuses on women in police training, education, and different positions within police institutions and was collected by WPON members. The data analysis will be finalized at the beginning of 2015.

       

      Participants planned forthcoming activities aimed at further strengthening the gender perspective in police services in SEE, and elected the new WPON Executive Committee for 2015, which stands as: Ms. Tatiana Turcan, from the Ministry of Interior of Moldova – Chair, Ms. Željka Mileusnić from the Ministry of Internal Affairs of Republika Srpska, BiH – Deputy Chair, and Ms. Verica Golijanin from the Federal Police Administration in BiH – Chair Elect.

       

      In addition to this, a one-day workshop was organized for WPON members to strengthen their leadership skills.

       

      The meeting was opened by Mr. Artan Didi, General Director of Albanian State Police. Mr. Didi stressed the importance of regional cooperation and experience-based learning for the countries in South East Europe due to their shared history. He highlighted the importance of information sharing and knowledge exchange through WPON, which has been highly valuable for police services in the SEE region. Mr. Didi also shared information on policies and practices aimed at increasing the representation of women that have been applied in the Albanian State Police. The ASP aims to have a higher representation of women in all positions so that higher levels of efficiency are achieved, in particular with respect to addressing sexual and gender-based violence.

       

      Mr. Vladimir Malkaj, who addressed the participants on behalf of UNDP Albania, emphasized the remarkable character of the Network, which not only enhances gender equality, but contributes to the improvement of policing practices and to the promotion of regional cooperation.

       

      Ms. Enkeleda Toska, WPON Chair, welcomed the participants and stressed the importance of regional cooperation among women police officers as it inspires networking among women in the security forces at the local level. Moreover, such collaborations further the exchange of ideas on how to integrate and implement a gender perspective in policing within the police services in SEE.

       

      ABOUT WPON

      WPON was established under the umbrella of the South East Europe Police Chiefs Association (SEPCA) by representatives of nine (9) police services in SEE: Albania, BiH-Federation, BiH-Republika Srpska, Bulgaria, Croatia, Moldova, Montenegro, Serbia, the former Yugoslav Republic of Macedonia.

       

      Regional study on the position of women in police services, Establishing the Southeast Europe Women Police Officers Network – Research Findings, facilitated the network’s establishment. The study compiled the data on women in police services in nine SEE countries, which clearly indicated the necessity of improving recruitment, retention, promotion and working conditions of the women in the police, as well as a need for a network such as WPON. With this in mind, WPON was established at the first Annual Meeting of the Network in 2010.

       

      WPON later followed up with a corresponding, jointly formulated the Guidelines for Gender Sensitive Policing, or a set of recommendations defining a set of simple and low cost measures, which would help police services in SEE attract and retain more qualified women and advance gender equality. Collecting the research findings and formulating the subsequent joint recommendations was a unique experience for national police services.

       

      Through WPON, its members enjoy the benefits of networking and exchanging information with colleagues from across the region, and of participating in trainings for women police officers to advocate for gender equality in police services.

       

      Since the establishment of WPON and with the support of SEESAC, two women police officers associations have been established at the local level – that way further entrenching the efforts to improve the position of women police officers in individual countries.

      Vise-Commisar Englantina Petrollari

      After a year of rigorous classroom and physical pre-deployment training in Albania and France, Albanian State Police Officer, Englantina Petrollari joined 10 colleagues bound for Herat, Afghanistan. Officer Petrollari became Albania’s first female civilian police advisor, 14 days after Helmand, Afghanistan’s top female police officer, Lieutenant Islam Bibi, was assassinated; and almost a year and a half after two Albanian military were ambushed and killed in Afghanistan.

      The 30-year-old wife of a police officer, and mother of a five-year old daughter, volunteered to risk her life training female police in war ravaged Afghanistan as part of Albania’s participation in NATO’s International Stabilization and Assistance Force.

      Soon after her arrival, Officer Petrollari initiated a joint Afghan/International training event for the first female police officers in Heart where her camp has received incoming rocket attacks.

      As a direct result of Officer Petrollari’s initiative, persistence, and training received from the Department of Justice International Criminal Investigative Training and Assistance Program, she brought together Afghan, American, Canadian and Italian advisors to conduct a unique training event which included female officers. Previously the advisors were working independently.

      Her dedication and commitment is helping create opportunities for women within the Afghan National Police. Her performance also highlights the benefits of improving gender equality in the Albanian State Police.

      In honor of her outstanding courage, dedication and leadership in promoting gender equality and advancing the status of women and girl, Vise-Commissar Englantina Petrollari – Albanian State Police, was awarded with “The 2014 National Women of Courage” award, given by the Ambassador of United States Embassy in Tirana/Albania.
