    (Eigener Bericht) – Vor dem Hintergrund drastischer Warnungen vor einem möglichen Zerfall der EU bemüht sich Berlin, die Bildung von Gegenmacht in der Union zu verhindern. „Die Europäische Union driftet in einem Maße auseinander, das sich vor 15 Jahren kaum jemand vorstellen konnte“, heißt es exemplarisch in einer aktuellen Analyse eines Präsidiumsmitglieds der Deutschen Gesellschaft für Auswärtige Politik (DGAP). Sorgen riefen die „Trennlinien“ zwischen dem Norden und dem verarmenden Süden sowie zwischen den westlichen und den östlichen EU-Mitgliedstaaten hervor. Um einen südeuropäischen Block gegen die deutsche Austeritätspolitik zu verhindern, bemüht sich Berlin insbesondere um die Einbindung Frankreichs in seine EU-Politik. Um ein Bündnis der Visegrád-Staaten gegen die deutsche Dominanz zu unterminieren, hat die deutsche Kanzlerin gestern die engere Kooperation mit Tschechien und der Slowakei gesucht. Die Maßnahmen gehen mit einem verstärkten Werben für die EU innerhalb der Bundesrepublik einher. Erst kürzlich hat Außenminister Sigmar Gabriel erläutert, weshalb der deutsche Nettobeitrag zum EU-Haushalt letztlich „mehrfach“ Deutschland zugute kommt: Die Exporterfolge der deutschen Industrie hingen davon ab, dass sich „die Menschen in anderen EU-Ländern“ deutsche „Produkte leisten können“; dazu trügen die Brüsseler „Fördertöpfe“ bei.

    Die EU sei für Deutschland „eine Sache des nationalen Interesses“, heißt es entsprechend in einer aktuellen Stellungnahme aus der Berliner Zweigstelle des European Council on Foreign Relations (ECFR): „Das deutsche Wirtschafts- und Politikmodell profitiert in hohem Maße von der EU, und Berlin glaubt weiterhin, dass es mit der EU am besten dazu beitragen kann, eine Weltordnung zu gestalten, die weitgehend deutschen und europäischen Interessen entspricht.“[4]

    KKT Approves New Skyscraper in Central Tirana

    As Exit already announced in August 2016, Prime Minister Edi Rama has decided to construct a new skyscraper behind the Tirana International Hotel.

    Yesterday, the National Territorial Council (KKT), which is chaired by Prime Minister Rama, approved the construction of 111-meter tower in the center of Tirana.

    According to documents secured by Gazeta Shqiptare, the application for the building permit was made by Alban Efthimi, the owner of architecture studio Atelier 4. Atelier 4 has been one the main collaborators of Rama since his time as mayor of Tirana. Atelier 4 was recently involved in the scandal surrounding the illegal Gjirokastra Bypass.

    The tender documents claim that the building will be an extension of the Tirana International Hotel. Considering the enormous amount of empty hotel rooms in Tirana this justification appears to be rather incredible. The “extension” will be four times as large as the original building.

    The parking garage underneath Skënderbeg Square, announced by Prime Minister Rama in August 2016 in violation of the original reconstruction plans for the square, and implemented without any official permit whatsoever, will be at the service of the new building.

    The approved building will be constructed by Geci shpk, the same company that was responsible for the extension of the inner ring behind the Tirana International Hotel.

    Even though a recent masterplan for Tirana was drafted by Stefano Boeri, the tower approved by the KKT is not part of it. In fact, the tower was originally part of the previous masterplan for Tirana, drafted by the French Architecture Studio in 2003.

    This masterplan, known as the “French plan,” included the construction of 10 skyscrapers placed on both sides of Skënderbeg Square. 51N4E’s TID Tower (the Plaza Hotel), and Marco Casamonti’s 4EverGreen Tower (now bankrupt) are the remainders of this former project of Rama – so far.

    Ever since Rama came to power in 2013, he has endeavored to implement the skyscrapers of the French Plan, even though the Tirana Masterplan 2030 only envisions densification in so-called “transformation zones.”

    Nevertheless, the basically absolute power that Rama wields over urban planning in the country has driven him to build in areas formerly considered off-limits: the park around the artificial lake, but also the Narta and Karavasta lagoons, which are protected nature reserves. Last year, Rama destroyed the Qemal Stafa stadium, a protected cultural monument, to build a new stadium and skyscraper, again designed by convicted criminal and architect Marco Casamonti.

    The construction of this useless skyscraper is yet another sign of the clientelist tendencies of the prime minister, who is destroying what is left of historical Tirana with quick pace.     Statement on corrections to the report ‘Risky business’ – December 21, 2016

    Last Wednesday, 14 December 2016, Bankwatch released a report about the companies contracted to build the Trans Anatolian Pipeline and the Trans Adriatic Pipeline.

    The section of the report dedicated to Bonatti Group had some errors which we now wish to correct.

    The report stated that, “in 2010, a Bonatti subsidiary (Edilperna srl, based in Sicily) which had been contracted to build a hospital in Verona was issued with an ‘interdittiva antimafia’ by the Italian police, which means that the public contract with the company was suspended because of its connection to mafia clans.” Edilperna was a Bonatti subcontractor, not a Bonatti subsidiary.

    The report stated that in 2011 Bonatti and Renco were two of several companies under an investigation of the Milan prosecutors “for international corruption related to winning contracts for exploiting resources in Iraq (the Zubair oilfield near Basra, one of the world’s biggest), Kuwait (the Jurassic field) and Kazakhstan (the Kashagan oilfield).” Bonatti and Renco were not under formal investigation in relation to this case and no charges were pressed against the companies.

    The report stated that, “in 2015 two CEOs of other Bonatti subsidiaries in Sicily were sentenced to jail for extortion and their association with mafia clans.” The two entrepreneurs were Bonatti subcontractors, not Bonatti subsidiaries.

    Bankwatch apologises for these mistakes. They have now been corrected.

    Highlights
    GREECE

    Three Greek companies involved in the building of the Trans Adriatic Pipeline (TAP) – Ellaktor (through the subsidiary Aktor), J&P Avax, and GEK Terna – are considered by the authorities to be part of a cartel which was operating in the construction sector for nearly 30 years. Firms in this group are alleged to have been taking turns in winning large public tenders and then dividing them among the group.

    In 2015 Ellaktor’s CEO, Leonidas Bobolas, paid EUR 1.8 million in bailout after he had been arrested on suspicion of money laundering and tax evasion. Yet, Bobolas, whose name appeared in the so-called Lagarde List of potential tax evaders, still has a European Arrest Warrant against him, issued by the Cypriot authorities.

    Aware of the issue, the European Commission has threatened to suspend structural funds from Greece until the country guarantees that no EU money will be wasted because of the cartel activities.

    The report by Greece’s Competition Committee that exposed the alleged cartel also claimed that Siemens and Vinci – both got deals from TAP, the latter through its subsidiary Spiecapag – have taken part in manipulated tenders as part of the same cartel.

    Siemens, who is to supply the TAP project with six gas turbine turbo compressor units, has a long history of corruption in Greece, primarily in a major scandal that has become to be known as “The black cash of Siemens” that allegedly involved bribery of state officials. The trial started in 2015 and is still ongoing. Siemens had also paid the Greek state EUR 330 million in August 2012 as part of an extra-judicial settlement around potential penalties against the company, and charges have been pressed against a number of individuals.

    Three of the companies contracted by TAP for the construction of the pipeline project in Italy, or their past subcontractors, have had affiliations with mafia groups in their past. One of them, Bonatti Group, was hired to build a 760 kilometres section of the pipeline.

    Saipem, a subsidiary of Italy’s largest energy company, is set to build the 105 kilometre long offshore section of the pipeline, between Albania and Italy. Yet, the company’s track record includes convictions for corruption in multiple cases in Italy and abroad, and it is currently facing corruption investigations in a number of other cases.
    TURKEY

    Turkey’s state owned energy firm Botas is the company responsible for the construction of the TANAP project, and all of the main subcontractors in the pipeline project have close ties to the ruling AK Party.

    Botas has been implicated in at least two major corruption scandals, where bribery has played a central role in winning public tenders. Top executives in Botas and in some of its subcontractors for the TANAP project, as well as senior officials in the Ministry of Energy and Natural Resources, which partly controls Botas, have been convicted for corruption in these two scandals. The Turkish Supreme Court later overturned the rulings, clearing most of the defendants, but much of the evidence remains in the public domain.
