Edi Rama, regiert nicht, macht nur Mafiöse Versprechungen auch rund um das Gesundheitswesen und für seine kriminellen Clans, welche ihn finanzieren. Alle Ausschreibungs Systeme, verschwanden wie Gesetze, Internationale Verträge in die Müll Tonne.

Rückblick: vor 3 Jahren!  Was für eine Betrugs Organisation die KAS ist, zeigt sich hier: “Durch die Seminare der KAS zum Thema „Reform des Gesundheitswesens“ wurden entscheidende Schritte im Gesundheitssektor Albaniens gemacht. “   An der Person Friedbert Pflüger sah man ja, was das für abgerichtete Hofschranzen sind, vollkommen Hirnlos und inkompetend.

2 Millionen € für eine Klinik „für künstliche Befruchtung“ und Nichts ist je in Betrieb genommen worden, oft werden die Geräte gestohlen und landen in den Privat Kliniken der jeweiligen verantwortlichen Ärzte, ein uraltes Problem, wo Viele daran verdienen.
Komplette Kliniken wurden schon wie Universitäten finanziert aus dem Ausland, welche nur auf dem Papier standen, wie die NATO finanzierten Übersetzungen des AIIS Institutes, wo erneut die Kriegs Lügen Fabrik für Terroristen und Massenmord: SWP-Berlin mit Volker Perthes beteiligt ist.(finanziet vom Auswärtigen Amte).

Para tre viteve, materniteti “Koço Gliozheni” lajmëroi se kishte përfunduar repartin “In Vitro”. Familjet që kishin probleme për të pasur fëmijë dhe nuk kishin mundësi financiare për të udhëtuar jashtë vendit, mund të paraqiteshin në këtë spital. Në këtë mënyrë, ata do t’i nënshtroheshin procedurës për “Bebe në provëz”.

Emisioni investigativ “Fiks Fare” shkoi në këtë repart, i cili ka përfunduar në vitin 2014. Fekondimi “In Vitro” quhet ndryshe “Bebe në provëz” dhe kjo procedurë ka hyrë në Shqipëri që në vitin 2002, por që ende sot bëhet vetëm në spitalet dhe klinikat private.

Mësohet se në vitin 2012, IPA, një organizatë ndërkombëtare, ka investuar plot 250 milionë lekë të vjetra për pajisjet e këtij reparti. Gazetarët e Fiksit shkuan në maternitetin “Koço Gliozheni”, ku filmuan pajisjet në këtë repart. Aparaturat ishin ende në spital, por nuk janë vënë asnjëherë në punë.

Mjeku gjinekolog Orion Gliozheni thotë se ky është një repart shumë i rëndësishëm. Ai sqaron se është ndërtuar dhe pajisur në bashkëpunim me maternitetin “Koço Gliozheni”, Ministrinë e Shëndetësisë dhe një Organizatë Ndërkombëtare. Ai ndalet tek specialistët për këtë repart, thotë se janë specializuar dy persona për këtë repart por edhe sikur të mos jenë specializuar ato kemi specialistë. “Është gjynah që ky repart nuk funksionon”, mbyll intervistën për Fiksin gjinekologu.

Arben Rrugia, që ka vetëm pak muaji që është drejtor i këtij spitali, thotë se këtë çështje unë do ta shoh me shumë përparësi. “Jam informuar për këtë investim dhe e ka bërë pajisjen e repartit një organizatë ndërkombëtare që quhet IPA, është një shërbim shumë i rëndësishëm dhe unë do bëj maksimumin ta vë në punë”, thotë për Fiksin Rrugia.

Specialistët për këtë repart sipas tij punojnë në maternitet, biologu punon në laborator, por që ka shumë pak punë dhe tjetri është gjinekolog.

    3. The first step in introducing a modern property registration system was taken in 1994, but the process of first property registration remains incomplete. The Law on the Registration of
    Immovable Property adopted in 1994 provides for a modern, parcel-based registration system, and established a dedicated agency, the Immovable Property Registration Office (IPRO) for managing this process.

    Since then, various donor-sponsored projects have worked to register immovable property in a systematic manner, including the World Bank-financed Land Administration and Management Project (LAMP). Due to the lack of a nationwide effort aimed at systematic first registration, IPRO now estimates that it has records for some 60–70 percent of all properties.12 IPRO has completed first registration for 83 percent of rural cadastral zones, but only 25 percent of urban cadastral zones. As a result, most properties in urban areas still remain unregistered, though first registration in these areas is currently underway with support from the LAMP.

    “Albania … offered NATO and the U.S. an important military outpost in the turbulent southern Balkans (in the 1990-96 period Albania opened its ports and airstrips for U.S. military use and housed CIA spy planes for flights over Bosnia)…. The U.S. played a major role in the DP’s 1992 electoral victory, and it then provided the new government with military, economic, and political support. In the 1991-96 period Washington directly provided Albania $236 million in economic aid, making the U.S. the second largest bilateral economic donor (following Italy)…..Following Berisha’s visit to the U.S. in March 1991, Washington began supplying direct assistance to the DP, including donations of computers and cars for the 1992 electoral campaign. According to a subsequent Washington Post investigation of August 12, 1998, these raids netted “…a bag of faked documents and official Albanian government stamps needed to get past customs and police checkpoints [and] certify legal documents” at the home of a foreign “religious scholar,” Maged Mostafa. For the CIA, a prime security danger in Albania had always involved forgery and misappropriation of official identity documents, and these developments only reinforced this understanding.
